Solicitation Number: Q8135110405 Notice Type: Combined Synopsis/Solicitation This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This request is being issued as Request for Quotation Q8315110405. The Federal Acquisition Regulation (FAR) clauses and provisions enclosed within are those in effect through Federal Acquisition Circular (FAC) 2005-29. FAR clauses and provisions are available through Internet access at http://www.arnet.gov/far. The North American Industry Classification System (NAICS) code is 484220. This is 100% set aside for small business and the small business size standard is $25.5 mil. The National Park Service encourages the participation of disadvantaged and women owned business enterprises. The Government anticipates making a single award for this solicitation, vendors must quote on all items for their quote to be considered. The following is a description of the requirements for this acquisition. Description of work:Removal, transportation and disposal of six (6) 30-40 year-old single-wide Mobile Homes referred to as Grapevine Trailers 4, 5, 6, 9, 11, and 12 located at the Grapevine Ranger Station, Death Valley National Park, California (approx three (3) miles southeast of Scotty's Castle on the Scotty's Castle Road, Death Valley National Park, Inyo County, CA). All are disconnected from utilities. These six trailers all have axels and California style wheels (when they have wheels).#4: tongue, two wheels, 1 hub assembly, approx 12x60#5: tongue, four wheels, approx 12x60#6: tongue, no wheels, approx 12x60#9: tongue, 4 hubs, no tires, approx 12x60#11: no tongue, has bolt-on platform for tongue, 1 hub assembly, approx 12x70#12: tongue, hubs with no tires, approx 12x60 Includes but not limited to disposal of all tires and hitches that may be attached and any or all household appliances and or furniture fixtures inside the structures. Regarding possible presence of potentially hazardous materials: bidders are cautioned that lead based paint and/or asbestos may be present in the interior/exterior ofthese buildings and that mishandling or disposal may constitute environmental impact and accordingly must be performed in an approved manner, in accordance with applicable Federal, state, local, and national park service regulations. Trailers may also have rodent infestations. Removal, transporting and disposal of above trailers shall be completed on or before July 1, 2011. It is a policy of the Pacific West Region not to continue to use obsolete trailers for housing. Two attempts were made to sell these units as excess property through GSA, but each time bidders defaulted on the purchase. The U.S. General Services Administration (GSA) has authorized disposal. Has tongue and axle but wood siding is not stable to be pulled down the highway. Located at Sims Circle, Cow Creek, Death Valley National Park, California. These three trailers may be available for removal later in this calendar year. Contractor is required to be licensed and bonded by the state to perform the work. With park-approved traffic control measures, contractor may remove trailers via East Hwy 190, via Bonny Claire Road past Scotty's Castle, or via the Beatty Road. SUBMITTALS: Contractor must submit copies of all DOT permits prior to transporting trailers. Contractor must also submit documentation that the trailers have been properly disposed of.
