Description
Sources Sought Title: Smaller and Lighter Long Range Advanced Scout Surveillance System (LRAS3) Army Contracting Command- Aberdeen Proving Ground, and Program Manager, Night Vision/Reconnaissance, Surveillance, and Target Acquisition (PM NV/RSTA) are conducting a market survey for a smaller and lighter version of the Long Range Advanced Surveillance System (LRAS3). The proposed acquisition is for an award of a production contract for 10 systems for immediate delivery. DESCRIPTION AND APPLICATION: The Government is conducting market research to determine if products and technologies are currently available that are capable of providing the same performance as the current LRAS3 system, but in a smaller and lighter package. The desired package must be at least 50% smaller and lighter than the current LRAS3 package and maintain or exceed all of the current capabilities including detection, recognition, and identification using similar fields of view. The Government is only interested in products that are non-developmental (NDI) and have achieved technology readiness level (TRL) 5/6 or higher. Additionally, responses should address production delivery of four (4) units five (5) months after contract award and six (6) units ten (10) months after contract award. PERFORMANCE REQUIREMENTS: The Government is seeking non-developmental commercially available items, for a smaller lighter LRAS3. The smaller lighter LRAS3 must conform to the current LRAS3 Performance Specification and Interface Control Document (ICD), with the exception of a size and weight reduction and the strict requirement to maintain or exceed detection, recognition, and identification capabilities at the same ranges using similar fields of view. The smaller and lighter LRAS3 must be a least 50% smaller in size and lighter than the dimensions called out in the current LRAS3 performance specification and ICD. The addition of adapters or interface components to utilize the smaller and lighter LRAS3 with the existing LRAS3 support equipment is permitted. When considering price estimates, respondents are requested to address complete system unit cost including all components, delivery, and maintenance for the system. RESPONSE PROCESS: The complete LRAS3 performance specification is classified and the ICD is limited distribution, both can be obtained as noted below. As a condition of responding to this RFI, it is a requirement that all potential responders possess the means to properly store and work on information classified at the SECRET level. Interested responders must request the LRAS3 performance specification (MIL-PRF-A3264477E) and ICD (A324700 revision B) in writing or via Email; telephone requests for additional information will not be honored. Request for classified information must be received no later than14 days after issuance of this notice. The request for classified information must include: company name, Company and Government Entity (CAGE) Code, classified mailing address, and appropriate point of contact to receive information. (PLEASE NOTE: NO CLASSIFIED INFORMATION IS TO BE SUBMITTED TO THE CONTRACTING OFFICE OR THROUGH E-MAIL, ALL CLASSIFIED INFORMATION MUST BE MARKED ACCORDINLGLY AND SUBMITTED DIRECTLY TO THE POINT OF CONTACT IDENTIFIED FOR CLASSIFIED INFORMATION IN THIS NOTICE). After validation by the Security Office of the company's security accreditation and eligibility to receive the LRAS3 Performance Specification, a complete copy along with the appropriate security classification guide (SCG), and ICD will be mailed to each validated responder. All responses to this RFI must be received by the due date specified at the mailing address listed to receive classified information. All submittals must be in writing or via email. OTHER INFORMATION: Interested sources are requested to provide complete descriptions of existing products. Responses must include sufficient documentation to support any claims that their system performance will meet the minimum performance capabilities contained herein. Such documentation may include system technical specifications, product brochures and related literature, performance test data, system drawings and/or photographs, or any other data to support the state of system development and or production readiness. Additionally, responses are to specifically include an outline of supply chain considerations with emphasis on any known long lead items that may adversely impact production. Any limitations to delivering the required quantity and system integration considerations must be addressed along with proposed resolutions to potential production impediments. Responses to RFI should include projected monthly production capabilities to include critical subcontractor and vendor production capacity along with estimated unit prices. Interested parties possessing the capacity to deliver products meeting the requirements outlined above are requested to provide a 10 page White Paper shall include, as a minimum: 1) A description of the system and validating information supporting claims that the proposed system meets the system performance specification; 2) Product literature; 3) Past performance information; and 4) Price schedules/catalogues (not included in the page count). 1.Corporate capabilities, past and current relevant performance information, available facilities and assets 2.Technical and management approach for executing a Smaller Lighter LRAS3 program to include a detailed design; procurement of subsystems and components; rigorous contractor test and integration data; supporting technical documentation; and operational and sustainment considerations 3.A cost estimate on a Rough Order of Magnitude (ROM) to meet or exceed the notional requirements outlined above. (Not included in page count) 4.A supporting program schedule that represents a "low risk" approach to meeting the objectives outlined above. 5.An assessment of the associated risks for this program and respective risk mitigation approaches and Past Performance. 6.Name, telephone number, fax number, street address and e-mail address for Program, Technical and Cost points of contact information. This sources sought is for planning purposes only and shall not be considered as an invitation for bid (IFB), request for quotation (RFQ), request for proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. Your response to this request will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Army in developing its acquisition strategy and statement of work/statement of objectives and performance specifications.
