- To: Prospective Offerors and Interested Industry Representatives From: Project Manager, Warfighter Information Network-Tactical (PM, WIN-T), ATTN: SFAE-C3T-WIN-SATCOM SUBJECT: In accordance with Federal Acquisition Regulation (FAR) Part 10, Market Research for the Advance Extremely High Frequency (AEHF) Secure Mobile Anti-Jam Reliable Terminal- Tactical (SMART-T) Terminal is being conducted. Introduction. The PM, WIN-T is conducting a market research to locate capable sources to provide the AEHF SMART-Ts for a total quantity of 46 terminals procure between FY12 and FY13. General Description. The AEHF SMART-T must be deployable and implemented at user sites worldwide with no or minimal impact to current operations. The AEHF SMART-T will retain compliance with MIL-STD-1582D (SECRET NOFORN) and MIL-STD-188-136 (SECRET NOFORN) and must be compliant with all AEHF terminal specifications including MIL-STD-3015 (SECRET NOFORN). The AEHF SMART-T operates with Milstar and AEHF Milstar compatible payloads at both Medium Data Rate (MDR) and Low Data Rate (LDR) and Extended Data Rates (XDR). The terminal is transportable and palletized and integrated into a High Mobility Multi-Purpose Wheeled Vehicle (HMMWV) or Trailer configuration. The AEHF is the next generation EHF satellite system that provides higher data rates with jamming protection. The Government does not have full disclosure rights to the AEHF SMART-T technical data package; therefore, the prospective contractor will need to obtain rights to the SMART-T technical data package from Raytheon Company, 1001 Boston Post Rd, Marlborough, MA, the developer and manufacturer of the SMART-T. We request that sources capable of meeting the Government's technical requirements provide a white paper of no more than 25 pages about its products and their ability to produce the AEHF SMART-T.
