Description
The Forest Service is requesting proposals for road relocation construction which consists of of 0.45 miles of new road construction, 0.45 miles of road obliteration, 1.27 miles of road reconstruction, and one bridge replacement. The Contractors shall furnish all management, labor, equipment, supervision, tools, materials, transportation, operating supplies, supervision, workman's compensation, unemployment insurance and incidentals necessary to perform the work, perform all in-stream work between August 1st and August 31st, with all work completed by November 1, 2011. Estimated value of project is between $250,000 and $500,000. 100% Performance and Payment Bonds are required after award, 20% bid bond required with solicitation offer. The work included in the 0.45 miles of road construction on proposed FSR 1935000 Segment 1 (T 36 N, R 44 E, S 29) consists of clearing and grubbing, excavation, aggregate placement, minor culvert installation, cattle guard bypass and installation, and seeding. The work included in the 0.45 miles of road obliteration on existing FSR 1935000A (T 36 N, R 44 E, S 29) consists of dewatering and erosion control, obliterating the existing roadway, and seeding. The work included in the 1.27 miles of road reconstruction on existing FSR 1935115 and FSR 1935112 (T 36 N, R 44 E, S 20 & 29) consists of clearing and grubbing, excavation, placing aggregate, culvert installation, and seeding. The work included in the bridge replacement on existing FSR 1935115, mile post 0.05 (T 36 N, R 44 E, S 29) consists of the removal of two culverts (one 36' dia and one 24' dia) and replacing them with a 46' long prestressed concrete bridge. Improvements consist of, but are not limited to, diversion of the stream, structural excavation, reshaping of the channel under the bridge to transition with existing channel, placement of riprap, embankment and excavation of roadway approaches and aggregate placement. Aggregate will be available for use on the project from a Government pit and borrow material will be available for use at the project excess material stockpile site. Work in and around Middle Branch LeClerc Creek shall meet the requirements of the Memorandum of Understanding between the Forest Service and the WA State Dept. of Fish and Wildlife which is included in the contract. Project is located on the Sullivan Lake Ranger District in Pend Oreille County, Washington. From Newport, WA head north approximately 15 miles to Usk, WA and cross the bridge over the Pend Oreille River. Continue to head north approximately 14 miles to the LeClerc Creek Road. Turn right at Leclerc Creek Road and travel approximately 1 mile. Veer right at the intersection of East Branch Leclerc Creek road and West Branch Leclerc Creek road. The project location begins approximately 4.5 miles up this road at the intersection of East Branch Leclerc Creek road and Middle Branch Leclerc Creek road. NAICS is 237310 with small business size of $33.5 gross receipts per year average. This project is a HUBzone set aside. Only contractor's registered with the Small Business Administration (SBA) may be considered for award under this solicitation.
