Description
The USDA Forest Service, Gifford Pinchot National Forest, intends to acquire by contract the production of crushed rock at various quarries on the Cowlitz Valley Ranger District. The project work will consist of drilling, blasting, crushing, screening and stockpiling of rock. The primary site for production will be the Ames Quarry, but production may also be ordered at theSquatter Quarry, Big Creek Quarry and the Boundary Quarry. Each site can be located as follows: Ames Quarry - South on Forest Road (FR) 25 from the intersection of FR 23 and FR25 approximately 4.8 miles; East on FR 2305 approximately 0.9 miles; South on FR 2305042 approximately 0.2 miles to the quarry. Squatter Quarry - South on FR 23 from the intersection of FR 23 and US Highway 12 approximately 8.8 miles; South on FR 2300099 approximately 0.3 miles; South on FR 2300100 approximately 0.2 miles to quarry. Big Creek Quarry - South on FR 25 from the intersection of FR 23 and FR 25 approximately 18.3 miles; West on FR 2500201 approximately 0.2 miles to quarry. Boundary Quarry - East from Randle to Packwood; North on FR 52 from the intersection of FR 52 and US Highway 12 approximately 4.3 miles; West on FR 47 approximately 7.1 miles: South on FR 4740 approximately 0.5 miles; West on FR 4700015 approximately 0.7 miles to quarry. The estimated cost of construction for this project is between $100,000 and $250,000. A solicitation for this project work, following the procedures of FAR Part 13 for Simplified Acquisition, will be made available on this web site on or about April 22,2011. The period for performance will be 90 days from issuance of a Notice to Proceed, which is anticipated to be issued on or about July 1, 2011. This acquisition is 100 percent set-aside for SBA certified HUBZone concerns. The NAICS Code for this procurement is 212321 with a applicable size standard of 500 employees. Offerors will be evaluated on price, experience, past performance and other factors. A single contract will be awarded to the offeror whose offer, conforming to the solicitation, is the best value to the government. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
