- PRESOLICITATION NOTICE Two-Phase Design-Build Solicitation Number: R11PS30147 The U.S. Department of the Interior (DOI), Bureau of Reclamation (Reclamation) intends to issue a solicitation for a Design-Build of the Date Street 100 and the Date Street 200 Buildings that are located in Boulder City, Nevada. Project Description: The proposed project is to rehabilitate two existing circa 1940's buildings (approximately 10,000 square foot each) in accordance with "The Secretary of the Interior's Standards for Rehabilitation of Historic Buildings." The project would include both design and construction activities, and would be solicited under Federal Acquisition Regulation (FAR) Subpart 36.3 "Two-Phase Design-Build Selection Procedures." The buildings shall be designed and built to achieve at minimum a "Silver" rating in accordance with U.S. Green Building Council Leadership in Energy and Environmental Design (LEED) Program. The type of space in the buildings would include training (educational-type occupancy), conferencing (assembly-type occupancy), high density storage (storage-type occupancy), and office (business-type occupancy). The existing buildings are located at the Bureau of Reclamation's Date Street Complex in Boulder City, Clark County, Nevada. A design-build, construction project is anticipated with an estimated price range between $5M - $7 M. This requirement will be solicited using full and open competition. There will be no public bid opening as competitive proposals will be evaluated in accordance with FAR Subpart 36.3, Two-Phase Design-Build selection procedures, FAR Part 15, and the evaluation criteria included in the solicitation. The resultant award is expected to be a firm-fixed-price contract. The design-build construction to be procured is classified in the North American Industry Classification System code 236220, Commercial and Institutional Building Construction, with a size standard of $33.5M. The solicitation and any amendments to the solicitation will be available through the Federal Business Opportunities (FBO) (www.fedbizopps.gov) website. The extent of the work will be described in the solicitation when it is posted on or about May 30, 2011, under Solicitation number R11PS30147. Only the (3) three highest qualified offerors selected after the evaluation of the Phase I proposals will be invited to participate in Phase 2 of the solicitation. Stipens will be offered to the 2 unsucessful offerors who participate in Phase 2. The project period of performance is anticipated to begin in October 2011 and complete in September 2012. All dates in this notice are estimates and are subject to change. No other information will be available before the solicitation is posted. NOTE:The Solicitation will be issued electronically, as will any amendments thereto, in accordance with FAR Subpart 4.5 and 5.102(a)(1); therefore, hard copies will not be provided. There will not be any printed or hard copies of the Solicitation mailed. Additionally, most public libraries have resources available to electronically access and download the Solicitation. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders list. It is therefore, the responsibility of all interested parties to periodically access the above FBO internet address in order to obtain any amendments which may be issued and to ensure that they have the most current information. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in rejection of the same. In addition, offerors are required to have a current registration on the Central Contractor Registration (CCR) to be eligible for contract award. Offerors may register on CCR at http://www.ccr.gov.
