- The James H. Quillen VA Medical Center in Mountain Home, TN intends to award a sole source contract to Double R Construction to provide design and construction services renovate approximately 2,000 square feet of existing space on the first and second floors of Building 162. The renovation will convert a portion of the existing space into a common space for residents and provide nurses' workstations throughout each wing. Related space functions will be constructed in accordance with VA Design and Space Planning Criteria and VA Master Specifications. Work includes but is not limited to the demolition of existing nursing stations, soffits, walls and doors, floor finishes, wall finishes, suspended acoustical ceiling systems, electrical, lighting, data and communications systems; modification to existing mechanical HVAC ductwork, electrical, lighting, plumbing, fire protection sprinkler and alarm systems, data and communication systems construction of new walls, doors, floor finishes, wall finishes, suspended acoustical ceiling systems, mechanical HVAC ductwork, electrical, lighting, fire protection sprinkler and alarm systems, data and communications systems; additional miscellaneous improvements and modifications as required to provide a complete and functional common space for residents and nursing work areas within existing space. The project design shall be in compliance with applicable standards and codes described in VA Program Guides and design materials. This is a sole source procurement under the authority of 41 U.S.C. 253 (c) (2)-Other than Full and Open Competition pursuant to FAR 6.302-2. This Special Notice is NOT a request for competitive quotes, as the urgency of completing this work is eminent as "Time is of the Essence", and the project work presents a unique requirement of challenges in the project area, which calls for a level of infection control that exceeds current standards. A delay in award could result in serious injury to the medical center. NAICS code 236220 is applicable to this solicitation and the business size standard is $33.5M. The VA anticipates this requirement will be awarded at a fair and reasonable price.
