- Synopsis AFGHANISTAN ENGINEER DISTRICT SOUTH (AES) Firm Fixed Price Contract for the Design and Construction of an expansion to the Oxygen System of the Camp Hero Hospital for the Afghanistan National Army (ANA), in Khandahar Province, Afghanistan. W5J9LE-11-R-0049 18 April 2011 The purpose of this project is the design, and construction of an expansion to the Camp Hero Hospital oxygen system for the Afghanistan National Army (ANA) in Khandahar District, Khandahar Province, Afghanistan. The project is defined as the design, materials, labor, and equipment to survey and repair - as well as expand - the current hospital's medical gas system. The project includes expanding the existing medical gas systems for Patient Wards 129-132 ((32) Oxygen Outlets and (32) Vacuum Outlets) along with any required system modifications needed for the Patient Ward portion of work. The design and installation will include required valves, alarms, sensors and other devices needed to have a complete, functional and code compliant system in the area of work. Construction installation and drawings shall include standardizing to a single outlet type and replacing existing outlets as needed. The project will also require creating a complete system diagram to include the existing system, the new patient ward addition, and the new outlets in Patient Wards 129-132. The analysis will include a system diagram which indicates all required sensors, area alarm panels, main medical gas alarm panel, shutoff valves, and all other system components needed for a complete and reliable system. The analysis shall also note all deficiencies of the existing system. The analysis shall make recommendations regarding oxygen bottle management. Analysis of the project shall include the condition and capacity of all installed piping, and verification that currently installed piping shall meet final design requirements. Perform gas certification testing on existing systems to determine the cleanliness of the installed systems and submit results for review. Final design drawings of the planned facility are provided as part of the contract to the Contractor; site work and related design shall be accomplished by the Contractor. The intent is to increase the hospital's functional capacity, using the most cost-efficient and expeditious construction methods. The Contractor shall provide for this contract, the design, materials, labor, and equipment to construct a functional medical gas support system. The work within this contract shall be designed and constructed in accordance with the current below listed codes: International Building Code (IBC), International Code Commission (ICC), International Mechanical Code (IMC), International Plumbing Code, (IPC), National Electric Code NFPA 70, Standard on Gas and Vacuum Systems NFPA 99C, Life Safety Codes (NFPA-101), United Facilities Criteria (UFC 4-510-01), USACE Safety and Health Requirements (EM 385-1-1), and force protection and security standards. Award of a contract will be made to the responsible offeror who submits the lowest priced, technically acceptable proposal that is both realistically and reasonably priced for the work to be performed. Offers will be evaluated in accordance with the evaluation criteria stipulated in the solicitation. An offeror may not receive award, even if it has the lowest-priced, technically acceptable proposal, if its price proposal fails to demonstrate that it understands the scope of work required by the solicitation. The applicable NAICS code is 238990 ($14.0 M small business size standard). The resulting contract shall be for 90 days. The magnitude of this project is between $100,000 and $250,000.
