L602 - Retrofit Overhaul and Upgrade The NAICS for this procurement is 333314. Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Port Hueneme, California intends to issue a Cost Plus Fixed Fee (CPFF) Order under Basic Ordering Agreement Number N00024-11-G-5499 on a sole source basis to Kollmorgen Corporation, Electro Optical Division, 50 Prince Street Northampton, MA 01060-3600 Orders issued under this agreement are for the Teardown, Inspection, Evaluation (TIE) and repair of MK16 MOD 3 Thermal Imaging Sensor (TIS), a component of the MK46 Optical Sight System (OSS). This contract will be awarded pursuant to U.S.C. 2304 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements. Kollmorgen Corporation is the original designer, developer, sole producer and the only known firm possessing the requisite knowledge and background of the MK46 OSS to provide the services necessary for TIE, Installation and Checkout (INCO), overhaul, depot support, training, technical engineering and field support and other life cycle support. See Numbered Notes 22 and 26. DISCLAIMER: This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement."
