- This is a pre-solicitation notice. The U.S. Environmental Protection Agency (EPA), Office of Acquisition Management (OAM) will issue a solicitation for SITE CHARACTERIZATION (ASSESSMENT) AND REMEDIATION OF LEAKING UNDERGROUND STORAGE TANKS (LUSTs) IN INDIAN COUNTRY, which will support the mission of the Office of Underground Storage Tanks (OUST) within the Office of Solid Waste and Emergency Response (OSWER). This action is set-aside as an 8(a) competitive solicitation in accordance with FAR Subpart 19.8. Only SBA certified 8(a) firms may apply. Offers from other than 8(a) certified firms will not be considered. This procurement aims to ensure that leaking underground storage tanks (LUSTs) in the United States do not pose a threat to human health and the environment. The background, goals, policies and statutes relevant to the Office of Underground Storage Tanks (OUST) program can be accessed via the Internet at the following web address: http://www.epa.gov/OUST. OUST, in partnership with EPA's regional offices, implements the LUST program in Indian Country, and provides technical support to clean up petroleum releases from USTs. The general types of support functions the Office of Underground Storage Tanks (OUST) shall require with this procurement include, but are not limited to: evaluating sites for LUST-eligibility; conducting site assessments (e.g., testing tanks for leaks when a leak is suspected, investigating a site to evaluate the source and extent of petroleum contamination); remediating contaminated sites; providing technical field assistance to EPA for enforcement responsibilities; and providing outreach materials to assist with cleaning up petroleum releases from underground storage tanks, primarily in Indian Country, throughout the United States. This is a follow-on effort to expiring Cost-Plus-Fixed-Fee (CPFF) contracts, EP-W-07-104, that currently supports OUST; and two expiring CPFF contracts, EP-W-08-072 and EP-W-08-073, which currently support the Region 8 LUST program. EPA anticipates awarding one hybrid (T&M/FFP) IDIQ contract to support this requirement with a two (2) year base period, three (3) 12-month option periods, and two (2) 12-month award periods, for a maximum performance potential of seven (7) years. The North American Industry Classification System (NAIC) code for this procurement is 562910 - Environmental Remediation Services with a size standard of 500 employees. EPA intends to obtain proposals through a competitive procurement process using FAR Part 15 procedures. Award will be made to the responsible 8(a) contractor whose proposal represents best value to the Government.
