- Description
- PURPOSE: Special notice is to look for sources. The U.S. Fish & Wildlife, Region Seven (7), Alaska has a need for a firm-fixed price purchase for waterfowl harvest survey in the Yukon Delta NWR Region of Alaska to administer support to the AMBCC which is developing recommendations related to the spring/summer subsistence harvest of migratory birds. PERIOD OF PERFORMANCE: Date of award through December 31, 2011. BACKGROUND: The Alaska Migratory Bird Co-Management Council (AMBCC) consists of the U.S. Fish & Wildlife Service, the Alaska Department of Fish & Game, and representatives of Alaska's indigenous inhabitants. The AMBCC's primary purpose is to develop recommendations related to the spring/summer subsistence harvest of migratory birds. Harvest monitoring is a necessary part of this process. Data gathered through harvest monitoring is used to developing AMBCC recommendations and by ADF&G, U.S. Fish & Wildlife Service, and Native organizations within the subsistence eligible areas. In October 2000, the AMBCC appointed a harvest survey technical committee to design a standardized, annual statewide subsistence harvest survey. In October 2003, the AMBCC approved the technical committee's Recommendations for a Statewide Migratory Bird Subsistence Harvest Survey. These recommendations include a goal of survey consistency and standardization across regions of Alaska, a statewide administrative structure and a standardized harvest survey handbook. GOAL/OBJECTIVE: Administer and disperse payment to surveyors based on payment requests that have been verified by the U.S. Fish & Wildlife Service in a timely manner. Accurate records of payments shall be maintained and prompt notification of the Service when payments are made. TASKS: Operate an office for this work in Bethel, Alaska; maintain a list of harvest surveyors with names and addresses; provide prompt accurate payment based on verified payment requests; notify the Subsistence Harvest Survey coordinator that payments have been made; and request reimbursement from the Fish & Wildlife Service for services performed. VENDOR REQUIREMENTS: Must be able to speak English and Yupik fluently, maintain an office in Bethel, Alaska for the duration of the contract, and have a developed relationship with the tribal communities of the Yukon Delta NWR area. NOTE TO INTERESTED VENDORS: Any vendors that are interestd in and can provide proof of vendor requirements mentioned above contact Amanda Jordan @97-786-3436 or amanda_jordan@fws.gov.
