- (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number G11PS00277. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50. (IV) This solicitation is not a set-aside. The associated NAICS code is 334516. The small business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s): CLIN NO. 0010 GMR (Ground Magnetic Resonance) 4000V/600A, 4-channel surface NMR (Nuclear Magnetic Resonance) instrument in accordance with the specifications contained herein. Quantity 1 each CLIN NO. 0020 Reels of #10 wire, 4kVDC, abrasion-resistant polyurethane insulated, 150m. Quantity 6 each CLIN NO. 0030 Reels of #8 wire, 4kVDC, abrasion-resistant polyurethane insulated, 100m. Quantity 6 each CLIN NO. 0040 0.25uF Tuning Expansion Module. Quantity 1 each CLIN NO. 0050 GMR 4-Channel Expansion Unit. Quantity 1 each CLIN NO. 0060 GMR 2nd DC/DC Converter Unit. Quantity 1 each (VI) Required delivery by May 31, 2011. Place of delivery is Bldg. 53, Entrance S1, Denver Federal Center, Denver CO 80225. Delivery shall be FOB Destination. (VII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jun 2008), applies to this acquisition. In addition to written price quotes, offerors are instructed to provide existing product literature, or other documents as stated in paragraph (4) and past performance references as stated in paragraph 10 of the referenced clause. (VIII) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Offers will be evaluated based on price and the factors set forth in paragraph (a), of the referenced clause, and award will be made to the firm offering the best value to the Government. Paragraph (a) is hereby completed as follows: Technical (capability of the item offered to meet agency need), Past Performance (both of which are of equal importance) and price. In determining which proposal offers the greatest value or advantage to the Government, overall technical merit will be more important than evaluated price. Price will become the determining factor between proposals judged to be essentially equal in technical merit. PPIRS.gov will be used as a source of past performance information in the source selection process, in addition to any other past performance information acquired both inside and outside the government. (IX) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (June 2008), with its quote. SPECIFICATIONS: BackgroundThe USGS, in cooperation with the U.S. Department of Defense Task Force for Business and Stability Operations in Afghanistan, has a need to collect surface Nuclear Magnetic Resonance geophysical soundings to gather information on the presence or absence of groundwater in different regions of the country. The purpose of this work is to identify aquifers with economically recoverable water supplies in Afghanistan for the Afghan government, who will include this information in a bidding package provided to potential water resource developers in order to ensure bids that are more accurate. Technical Specifications1)One magnetic resonance transmitter/receiver unit with at least 4 Tx/Rx capable channels with a 24-bit or better AD converter, 4 ms or shorter measurement dead-time, at least 4000 Volt maximum transmitter coil voltage, at least 600 Amp maximum current output, allow for at least 25Amp*second transmitter pulse moments, and have a maximum of 0.4 nV/sqrt(Hz) receiver input noise. All channels should be wideband with high input impedances. 2)One DC/DC power converter with capability of supplying a bus voltage of 500 V or greater (differential), instantaneously, as the source of charge and current to the transmitter. The system should include a 540 V DC power supply that sources up to +/- 270V DC to the transmitter at the same time. The transmitter should switch current in alternating directions through the coil to produce a coil voltage current equivalent to a +/- 540V DC supply and have greater than or equal to 0.05 F capacitance. 3)Transmitter loop impedance tuning capability with capacitors ranging from 16-0.25 F allowing for fine loop tuning within a wide range of survey configurations and geographic locations. 4)Field grade laptop, similar in durability and functionality to a Panasonic Toughbook 52, for instrument operation and data storage. 5)Magnetic resonance acquisition software package including instrument control, noise cancellation, signal conditioning, and 1-D inversion capability. 6)Magnetic resonance system connector cables in a case (Pelican). 7)Six 150 m long wire reels with #10 wire with 4kVDC capability with abrasion-resistant polyurethane insulation and female connectors. Wire must be high voltage environmentally-rated. 8)Six 100 m long wire reels with #8 wire with 4kVDC capability with abrasion-resistant polyurethane insulation and female connectors. Wire must be high voltage environmentally-rated. 9)4-channel expansion unit to add 4 Tx/Rx channels to base channel capability for an integrated system with 8 full duplex transmit/receiver channels. All channels should exhibit identical wideband receiver spectral characteristics. 10)Additional DC/DC power converter unit to increase efficiency of long transmitter pulses. 11)To ensure the safety and welfare of operators and bystanders, the instrument should automatically render itself inoperable, and should quickly and automatically dissipate any stored energy, if any high voltage terminal on the DC converter, tuning unit, or transmitter is exposed. To maximize safety to the field crew and bystanders, the cables should be able to be normally connected and disconnected without touching the electrical contacts. 12)Regarding size and weight, each component should be able to be safely lifted by two persons. No individual components should exceed 100 lbs. 13)Delivery of system by May 31, 2011 14)2-year warranty from shipping date on defects in design and manufacture of instrumentation and software. 15)Software upgrades, as such upgrades are released, for 2 years on basic magnetic resonance software package including instrument control, noise cancellation, and 1-D inversion. 16)Technical support by phone and email.
