Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Quotations shall reference solicitation number W911RZ-11-T-0082. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51. Fort Carson intends to award a firm-fixed-price contract. The North American Industrial Classification System (NAICS) code for this procurement is 611699 with a small business size standard of $7.0 million. This requirement is set aside for Service Disabled Veteran Owned Business. The Contractor shall propose the following Contract Line Item Number (CLIN): CLIN 0001 Advanced Driver Training for the period 8-12 August 2011 in accordance with the Performance Work Statement dated 11 March 2011. The Government will award a contract resulting from this solicitation to the responsive offeror whose technically acceptable offer conforming to the solicitation will be most advantageous to the government; price and other factors considered. The following factors will be used to evaluate offers: (1) the lowest price technically acceptable offer confirming to this solicitation and (2) past performance. The offeror shall provide information with their quotation relating to a maximum of three of its most relevant contracts performed for Federal agencies and commercial customers during the past three year period. Relevant contracts include those where the offeror performed services of a similar scope, magnitude, and complexity as required under this solicitation. Contracts which provide all aspects of the services required by this solicitation will be considered more relevant than those contracts for only portions of the services required. Offerors without relevant past performance information will be assessed a neutral rating for the past performance factor. The Fort Carson Contracting Office will evaluate offerors past performance and will take into account information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the acquisition. In addition, the Fort Carson Contracting Office may use past performance information obtained from other than the sources identified by the offeror. Past performance information is limited to no more than two pages per awarded contract. Past performance information submitted by offerors shall contain as a minimum the following for each contract/reference: 1. Contract number. 2. Period of Performance. 3. Contract Type (i.e., fixed price, time and materials, etc.) 4. Whether the contract was awarded by government or commercial business and the dollar amount of each contract. 5. A description of subcontractor provided services and the subcontractor's duties and scope of involvement. 6. Contracting agency, including name and telephone number of the contract administrator or contract specialist and Contracting Officer. OFFEROR'S SHALL COMPLY with the instructions contained in FAR 52.212-1, Instructions to Offerors Commercial Items. Contractor shall submit their written quotation on company letterhead, refer to the solicitation number, the time specified in the solicitation for receipt of offers, name, address and telephone number of the offeror, unit price and overall price. The offeror shall include any discount terms, cage code, DUNS number, tax identification number, size of business, acknowledgement of solicitation amendments (if any), warranty information, shipping/handling charges, FOB Destination and a statement the provision of FAR 52.212.3, Offeror Representations has been completed electronically online at http://orca.bpn.gov/publicsearch.aspx. The Government will incorporate Department of Labor, Wage Determination, 2005-2079, Rev 11, dated 6/15/2010 into a contract awarded as a result of this solicitation. To be eligible for an award, contractor must be registered in the Central Contractor Registration (CCR) database. A contractor may contact CCR at 1-888-227-2423 or e-mail at http://www.ccr.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register. All invoices shall be submitted through Wide Area Work Flow. Register at https://wawf.ef.mil/index.html. Offerors must present their representations and certifications, upon request, through the Online Representations and Certifications Application (ORCA) at http:orca.bpn.gov. The Fort Carson Contracting Office will not accept telephone inquiries or facsimile quotations. The Fort Carson Contracting Office will accept email questions concerning this solicitation until 1:00 pm, 6 May 2011.
