Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics, plans to procure on a sole source basis with the University of Milan, Department of Epidemiology, EPOCA center for Epidemiology Research, Via San Barnaba, 8, 20122 Milan, Italy for the collection of data on treatment, toxicity, disease progression and survival for all lung cancer cases enrolled in The Environment And Genetics in Lung cancer Etiology (EAGLE) population-based study and the restaging of all lung cancer diagnoses based on the new 2010 AJCC classification. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541990 and the business size standard is $7 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be twelve (12) months from date of award. NCI designed and conducted The Environment And Genetics in Lung cancer Etiology (EAGLE) population-based study, between April 2002 and February 2005, precisely to study the genetic and environmental determinants of lung cancer risk and progression with the aim of improving preventive and treatment strategies for lung cancer. Since approximately 5 years have passed since the study was initiated, NCI needs to collect information on disease progression from every lung cancer case enrolled in EAGLE. Specific details on treatment, toxicity after treatment as well as disease progression, and survival are needed to identify the genetic determinants and other factors that could impact survival and treatment efficacy. Moreover, the American Joint Committee on Cancer (AJCC) and the Union Internationale Contre le Cancer has recently issued a Revised International System for Staging Lung Cancer, based on information from a clinical database of more than 5,000 patients. The purpose of this contract is to (1) support the collection of data on treatment, toxicity, disease progression and survival for all lung cancer cases enrolled in EAGLE and (2) the restaging of all lung cancer diagnoses based on the new 2010 AJCC classification. The University of Milan, Italy EPOCA Center for Epidemiology Research with Dr. Angela Pesatori is uniquely qualified to conduct these activities. The EAGLE study coordination and management including enrollment of all study subjects, epidemiological data, clinical data and biospecimen collection was done at the University of Milan; they also developed the database construction for all EAGLE data. The University of Milan and EPOCA Center have been involved in cancer studies for decades; they have knowledge of the hospitals, contact information, as well as intimate knowledge of treatment and pathology documentation necessary for this project. The University of Milan is the only known source. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on May 05, 2010. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above.
