Description
This Pre-solicitation Notice is being posted in advance of Solicitation No. M67854-11-R-2233 for the Combat Operations center (COC) Hardware Modernization Effort. The forthcoming solicitation will be issued on the basis of full and open competition. Information contained in this notice is subject to change. No proposals are being requested at this time. Marine Corps Systems Command (MARCORSYSCOM) has a requirement to procure and intends to issue a solicitation for Hardware Modernization in regards to the Combat Operations Center (COC). The COC Hardware Modernization will be procured under competitive procedures. Utilizing the trade-off process described in FAR 15.101-1, the best value for the Government will be obtained. Best Value award will be to the responsive and responsible offeror whose proposal, conforming to the solicitation, represents the best value to the Government, price and other factors considered, in accordance with the evaluation criteria identified in the solicitation. This procurement is expected to result in one contract consisting of a Final Hardware Modernization ECP (F-ECP), a COC Variant 4 ([V]4) prototype/test modification kit, and one year base and optional ordering periods for three years for NET training and production per variant ([V]2, [V]3, and [V]4). The contract will commence in the 4th Quarter of FY11. A "C" type contract will be issued with Firm Fixed Price (FFP) and Cost type CLINS. The COC provides a fully functional transportable operational facility that integrates shelters, trailers, communications equipment, power generation and distribution systems, environmental control units, operational software programs, operator workstations, displays, intercommunications, and Local Area Network (LAN)/Wide Area Network (WAN) systems. The COC is currently fielded to Marine forces. The COC program supports the primary operational agency required to control the tactical operations of a command employing ground and aviation combat, combat support, and combat service support elements. The COC provides transportable C2 facilities for the commander and staff of the Command Element, Ground Combat Element, Aviation Combat Element, and Logistics Combat Element in support of Marine Air Ground Task Force operations. The COC program minimizes the number of distinct equipment configurations, improving logistics supportability while maximizing operational flexibility and suitability for required echelon-specific functionality. There are three fielded COC system variants (V), all designed using a building block approach: (V)2 (Division/Wing/Marine Logistics Group Level), (V)3 (Regiment/Group Level), and (V)4 (Battalion/Squadron Level). The COC is composed of several variants with multiple hardware baselines. Fielded systems include the Model D, E, and F (F0 through F5). Upgrades to the existing hardware configurations will be required in order to accommodate virtualization; minimize the number of baseline configurations; reduce Size, Weight, And Power (SWAP); support for the Tactical Services Oriented Architecture (TSOA); and the adoption of available services produced by third party developers. Solicitation Number M67854-11-R-2233 is anticipated to be issued within the next 45 days and will be posted on the internet at the Federal Business Opportunities website located at the following address: https://www.fbo.gov and the Navy Electronic Commerce Online (NECO) website at https: www.neco.navy.mil. Offerors are instructed to hold all questions until the solicitation has been issued. No phone calls will be accepted. In order to be eligible for award, interested parties must be registered into the Central Contractor Database (CCR), http://www.ccr.gov. Any interested offeror is also hereby notified that MARCORSYSCOM intends to conduct an Industry Week conference which will be held on 24 May 2011 through 27 May 2011, commencing at 0900 hours at 7410-B Magi Road, Hanahan, South Carolina 29410. The purpose of the conference is to provide information that may improve the understanding of the COC requirement, thereby assisting potential offerors in determining if or how they can satisfy the Government ™s requirements. Interested parties are limited to 5 participants per company. All participants must submit a visitor request to Brittany Smith at brittany.smith@navy.mil no later than 16 May 2010 in order to attend. All participants must be US Citizens; no foreign nationals will be allowed to attend. More information regarding Industry Week Specifics will be provided to registered attendees after the May 16th deadline.
