Description
The purpose of this amendment is to incorporate surplus materialrequirements into Solicitation SPRTA1-11-Q-0364 as follows: FIRST: Surplus material requirements are as follows: Acceptable New and Unused Surplus Material: (formerly 9952.211-9006)Surplus material shall be new/unused material and acceptance inspectionshall be conducted at contractor's facility by DCMA/QAR, Commercial offthe shelf (COTS) surplus parts, supplied by surplus vendor shall havethe original FAA Form 8130-3 or Certificate of Conformance withappropriate documentation annotated by the OEM's manufacturing source.An incomplete, altered or incorrect FAA 8130-3 and/or Certificate ofConformance is unacceptable as an Airworthiness Release Record. Asurplus vendor is a supplier not the manufacture of subject part andcannot verify part meets FAA design and Airworthiness standards. No commercially repaired, reconditioned or modified surplus COTSmaterial will be authorized and/or acceptable for use in MilitaryF108-CFM56-2B engines. No FAA-PMA manufactured new/unused replacementparts that were approved for production under these methods, FAAdesignees; DER, DOA, DAS is allowed unless specifically approved SARpackage or OC-ALC/GKGBAB Engineering approval prior to acceptanceinspection. PMA P/Ns are identified with either prefix/suffix todifferentiate from OEM P/N and are not acceptable without priorapproval. ATA Spec 106 is not an FAA acceptable form for surplusmaterial. Item No(s) 0002 Part Number Verification: (formerly 9952.211-9011)Items must be of the correct part number, (*), and must have beenmanufactured by (**). Item No(s)*Part Number**Manufacturer 0002305-350-150-058828 Prior Government Ownership of Items: (formerly 9952.211-9016)Items that were previously owned by the Government must be evidenced bythe item marking contained on the original shipping containers ornameplate. Item No(s) 0002 100 Percent End Item Inspection: (formerly 9952.211-9017)100 Percent End Item Inspection is required. New Manufactured Material And Government Or Commercial Surplus MaterialAcceptable: (formerly 9952.211-9005)New manufactured as defined as well as Government surplus or commercialsurplus material as defined as (1) material, including commercialoff-the shelf items manufactured for either Government or commercial use(e.g. production overrun quantities), which has never been sold to oraccepted by the Government; or (2) material which would be considered"new Manufactured" except that it is not held by the actualmanufacturer, the system contractor or subsidiary, successor, ordistributor and as indicated below, will be considered to be acceptablein satisfaction of this requirement. Previously manufactured material isconsidered "new material" as long as it in new and unused and held bythe actual manufacturer, the system contractor or subsidiary, successoror distributor. This solicitation does not contemplate surplus material.In the event surplus material is offered and it is determined to be thebest value to the Government, a determination shall be made as to itsacceptability. The urgency of the instant action and the time necessaryfor evaluation may preclude consideration of surplus material for thisaward, however; in the event surplus material is determined to beacceptable, the solicitation will be amended announcing any supplementalinspection requirements and revising the due date for receipt ofproposals.
