- Naval Facilities Engineering Command (NAVFAC) Atlantic intends to award a sole-source, firm-fixed price (FFP) indefinite-delivery-indefinite-quantity (IDIQ) contract to Center for Public Safety Excellence, Inc. (CPSE) doing business as Commission on Fire Accreditation International (CFAI), 4501 Singer Court Suite 180, Chantilly, Virginia 20151. The award will be made under the authority of 10 U.S.C. 2304(c)(1)(B), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The period of performance will be for one base year and two one-year option periods. The contractor will facilitate the Department of Defense (DoD) Fire and Emergency Services Accreditation program. Per DoD Instruction 6055.6, the Navy is tasked with administering and maintaining the CFAI assessment and accreditation program for all of DoD. Given this instruction, the Navy must contract with CPSE, as it is the only entity providing the CFAI accreditation services. Additionally, CPSE, through CFAI, is the only source for professional accreditation of fire departments. This notice is not a request for offers and no solicitation is available. The North American Industrial Code System (NAICS) code is 541990 with a size standard of $7 million in average annual receipts. Interested parties must submit their capability statements in writing within 15 days of the date this notice is posted. Written responses can be emailed to maureen.hoesly@navy.mil. Telephone calls will not be accepted. Any responses received after the 15 day submission period will not be considered. Responses will be used solely to determine whether a competitive solicitation should be issued and will not be the basis for an award. A determination not to compete this action based upon responses received is at the sole discretion of the Government.
