- The FAA William J. Hughes Technical Center (WJHTC) R&D Flight Program Team, AJP-787, Atlantic City International Airport, New Jersey, operates a Federal Aviation Regulation (FAR) Part 145 Repair Station. This Group requires contractor provided support in the accomplishment of aircraft maintenance, repair and modification; Supply Support for aircraft parts, and contractor provided services for aircraft attendant/fuel handler, which includes ground handling, servicing and general aircraft ground support for a variety of aircraft, inclusive of reciprocating, turbine, and turboprop airplanes and helicopters. The aircraft maintained by this approved repair station are, but not limited to, the Bombardier Global 5000, Convair 440/580, Beechcraft 200, Aero Commander 680E, Piper PA-31 Navajo, Sikorsky S-76A helicopter or any other aircraft assigned to the FAA Technical Center Flight Program. The North American Industry Classification (NAIC) System code is 488190. A $7 million size standard is applicable to this requirement. The purpose of this Request for Information (RFI) is to determine if the WJHTC can provide an opportunity to compete a small business requirement. The government intends to award one (1) indefinite delivery/indefinite quantity (IDIQ), labor hour type of contract for a period of five (5) years. Commencement date is expected around October 2011. A draft Statement of Work (SOW) and Collective Bargaining Agreement is attached to this announcement. At this time, potential sources are requested to provide the extent and depth of their PRIME experience in performing the same or similar work as described in the attached draft statement of work. This information will include points of contact (name, position, company and telephone number) and a description of projects addressing experience in aircraft maintenance and aircraft fuel handler support in accordance with the statement of work. The Government may contact references to determine relevancy of support provided. No more than two (2) pages shall be submitted on the prime experience. Also, an original and three (3) copies are to be provided. If adequate competition exists within the small business community, a small business set aside will be issued for small business participation on the FAA Contract Opportunities website at https://faaco.faa.gov/. If not, the requirement will be issued as a Full & Open opportunity on the same website. Responses to this announcement are due by 2 p.m. Local Time, Thursday, April 28, 2011 and directed to FAA William J. Hughes Technical Center, Acquisition & Grants Group, Attn: Debra Monzo, AJA-4A3, Atlantic City International Airport, NJ 08405. E-mail responses WILL NOT be accepted; therefore, potential sources must provide complete submissions in original and three (3) copies. Also the attached Business Declaration form shall be completed and submitted.
