- The FAA has a requirement for repair services of approximately 16 different items such as modems, printed circuit boards, ceilometers, not inclusive, with various estimated annual quantities. These items are required to support the Automated Weather Sensor System (AWSS), which is a surface weather observing system that provides minute-by-minute weather observations. Requirements include a base periods and option provisions to renew for four additional 1-year periods. These repair services are only known to be available from All Weather, Inc., because they hold the proprietary data rights and repair specifications for these items. The Government does not have the test capability, evaluation criteria, or technical documentation available to allow other sources to repair these items. To receive consideration as a potential repair source, any other interested party must provide in writing a complete set of system specification drawings, all required standards and testing specifications, test plans, part lists, and proof of rights to use the data. Statements that data will be obtained or that specifications or drawings will be developed are not acceptable. Interested parties who can comply with and meet all of the requirements called out in this market survey should respond with their documentation in writing to the Contracting Officer. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. Any proprietary information should be so marked. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these services. Responders to this announcement may be asked to provide additional details/information based on their initial submittal. The final determination by the FAA not to open this requirement to competition, based on any information provided, is solely within the discretion of the FAA. Only those responses providing the required documentation in response to this market survey will be considered prior to further acquisition action by the Government. Any information received as a result of this announcement will not be provided to other contractors and will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The final determination by the Government not to open this requirement to competition, based on any information provided, is solely within the discretion of the Government.
