- NASA GSFC is seeking a partner for a spacecraft, and related spacecraft subsystemsfor a potential proposal. The potential GSFC EV-2 mission is designed to meet the sciencegoals of the EV-2 Program, as currently understood. GSFC mission teams will be submitting proposals to the EV-2 AO currently scheduled forrelease in the spring of 2011.The AO is a single-step process. The selected missionwill proceed into Phase A. While the AO schedule cannot be specified at this time, thefollowing is estimated based on earlier AOs and related missions:AO releaseApril-June 2011Proposals dueSeptember 2011 (target)SelectionEarly 2012(target)Launch2016(target)This partnership opportunity is being issued to select a teaming partner to help preparethe GSFC EV-2 candidate mission concept for the proposal submittal and to provide aflight qualified spacecraft system should the mission be selected for flight. The majorflight system GSFC is interested in finding partners for is a low cost low earth orbitingspacecraft. If the potential partner also has a mission operations capability orobservatory integration and test capabilities that might present a cost-effective optionto the project, the potential partner may include the mission operations effort orobservatory integration and test capability as an optional service in his or herproposal. Instruments are not part of this POD. Potential proposers to this POD maysubmit proposals covering any subset of the subsystems or systems noted herein.There will be no exchange of funds between the teaming partners for the portion of thispartnership opportunity dealing with the preparation of the initial submission to theEV-2 AO. Full funding will be available for subsequent phases should the mission becompetitively selected for those additional phases.Potential respondents are asked to contact the GSFC EV-2 team by 5 PM EDT on April 26,2011 with a Notice Of Interest (intentionally not called a notice of intent). ThisNotice of Interest does not create an obligation to respond to the POD, but allows theGSFC EV-2 team to disseminate additional details on the mission parameters and to provideanswers to questions from potential partners. On April 27th, 2011, All Notice of Interestrespondents will receive a document containing additional details on the proposedmission, which can be used to facilitate a focused response to the partnershipopportunity. These details are proprietary and competition sensitive and are not to beshared outside the teams necessary to prepare a full response.
