Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source, fixed price contract in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c) (1), with ELSAG North America, 205 - H Creek Ridge Road, Greensboro, NC 27406. The FBI requires a Fixed High Performance License Plate Reader (LPR) Smart Camera. The camera shall include mounting hardware with color video overlay camera and 50mm black/white camera. The North American Classification System Code is 339999; all other miscellaneous manufacturing; the size standard is 750 employees. Based on extensive market research, including information obtained from many discussions with IP camera manufactures at industry conferences, it has been determined that the FBI's requirement for a high performance LPR smart camera can only be provided by ELSAG North America. The ELSAG FPH900X supports installation within a standard video project box, and no other vendor supplies this feature. The ELSAG FPH900X utilizes 12V power supply that supports installation within a standard video project box without any modifications to the internal power distribution system. The ELSAG equipment is the only equipment compatible with the FBI's low-bandwidth data transmission/ processing software. The ELSAG enhanced deployment configuration enables a low power speed radar trailer to support covert deployments within neighborhoods without the need for external power and a low power message board trailer to support covert deployments along highways or major roads without the need for external power. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website ( www.fedbizopps.gov ). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 10:00 am, EST, Wednesday, April 27, 2011, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The Contracting Officer for this requirement is Margaret D. Einspahr.
