Description
Estimated Cost Range is between $5,000,000 and $10,000,000 IAW FAR Clause 52.232-18; "Availability of Funds", See Section 00100 of the Solicitation for full text. Period of Performance for Construction: 90 Days. This Procurement will be conducted under FSC CODE: Y299, SIC CODE: 1629, NAICS Code: 237990. The size standard for this code is $33,500,000. All questions should be directed to the Contract Specialist, Marsha Sells, at (916) 557-5232, e-mail Marsha.R.Sells@usace.army.mil or Donna Hammock at (916) 557-5185, email Donna.S.Hammock@usace.army.mil JOB DESCRIPTION: A site visit will be scheduled about a week after the solicitation is issued, see SF-1442 for specific date. This project is to repair of levee distress caused by a high water event in December of 2005 and early January of 2006 in the Yolo Bypass left levee bank. The reconstruction will extend from Station 133+00 to Station 155+00. The intent of the embankment excavation is to remove the high plasticity clay that is prone to desiccation cracking and replacement of the existing drainage system with a horizontal blanket, chimney drain, and drain pipe at the levee toe to establish positive site drainage to a RD900 pump station. This improvement is intended to address the primary failure mechanisms by reducing the amount of desiccation cracking and saturation of the landside levee slope. The addition of the drain pipe and surrounding drain rock fill at the levee toe is intended to reduce the uplift gradient to acceptable levels. Because, the recommended embankment excavation will extend into the levee crest the crest roadway shall not be used during construction. It is anticipated that the Invitation for Bid (IFB) will be issued on or about April 7, 2011, for downloading at the Government's website at http://www.fedbizopps.gov/. No paper copies will be issued. The specific date and time will be identified in the solicitation. OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS AND FUNDING IS NOT CURRENTLY AVAILABLE. ORDERING SOLICITATION: Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedBizOpps (www.fbo.gov) once the RFP is issued.
