- Description
- This is a request for Standard Form 330, not a Request for Proposal (RFP). Provide professional architect-engineer services necessary for various multi-disciplined projects at the VA Medical Center, Tomah, Wisconsin. Services include site investigations, analysis, design, calculations, cost estimates, preparation of working drawings and specifications, and construction period services, as-builts and site visits during construction are part of the scope. Typical projects could include ward renovations, clinic designs and infrastructure improvements. The company must have the capability to design a complete healthcare renovation or addition. This would include the services of certified and registered professionals. VA intends to award one, and has the option to award more than one, contract for a period of one (1) year with two (2) additional option periods of one (1) year each. For any one project, a task order will be issued not to exceed $200,000, and the total cumulative contract amount for task orders shall not exceed a maximum of $475,000. The Government is uncertain as to the number of task orders that will be placed against the contract during the term of the contract. Award of individual task orders is subject to the availability of funds. The area of consideration is restricted to firms located with a 200-mile radius of the VA Medical Center, Tomah, Wisconsin. Submit two (2) copies of SF 330 with appropriate documentation by close of business May 10, 2011. Mail information to: Great Lakes Acquisition Center, Attn: Daniel F. Burk, 2500 Overlook Terrace, Madison, WI 53705-2254. Selection criteria will be based on: (1) Professional qualifications necessary for satisfactory performance of required services (including a joint venture or association); including knowledge in design and construction requirements. (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; maintaining project schedules and project budgets. Cost control effectiveness and estimating accuracy. (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; be sure to include all past performance Department of Veterans' Affairs; (5) Location in the general geographical area of the project and knowledge of the locality of the project (100 miles); provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and (6) Acceptability under other appropriate evaluation criteria. (7) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. (8) Record of significant claims against the firm because of improper or incomplete architectural and engineering services. (9) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. As this is not a RFP, no bid packages are available. NAICS Code 541330 applies. This requirement is 100% set aside for a Service-Disabled Veteran-Owned Small Business. The small business standard is $4.5 Million. It is anticipated that A/E interviews will take place during the fourth week of May, 2011.
