- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), National Institutes of Health, intends to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c) (1) and FAR 6.302-1 (a) (2) (ii) a follow-on contract to its current contract with the Public Health Institute, 555 12th Street, 10th Floor, Oakland, CA 94607. This new follow-on contract will provide for the following: (1) updating and maintenance of name and address data files of 50,000 individuals involved in the Child Health and Development Studies (CHDS). Specifically, the Public Health Institute will continue 1) maintaining and updating on an annual basis the name and address files of the Child Health and Development Studies, 2) facilitating future biomedical and psychosocial studies of this important clinical resource which includes a large serum collection; and 3) providing a mechanism to maintain patient confidentiality, by acting as a neutral intermediary linking outside investigators and the subjects of the CHDS and their serum samples. The Contractor will keep the names and addresses of the CHDS subjects confidential and will make the necessary linkages between the subjects'= names and addresses and their respective identification numbers on the CHDS interactive central computer file and their serum sample accession numbers for the 285,000-vial serum collection. A critical function of the potential source will be to contact CHDS subjects to ascertain if they wish to participate in biomedical and/or psychosocial studies proposed by outside investigators and to arrange for subject interviews and the necessary testing, imaging, and biological sampling. Public Health Institute will also maintain up-to-date confidential data linkages with the Automatch program of the California Department of Health Services, [also known as the California Mortality Linkage Service], the California Tumor Registry, and the California Department of Motor Vehicles in order to keep track of the vital statistics and current addresses of the 50,000 subjects of the CHDS of their offspring. There is no other source presently known to NICHD that posses the unique capabilities to maintain these data files. The current principal investigator and her associates participated in developing the extensive CHDS data files that are currently being maintained, augmented, and linked to other registries. In addition, there are no other investigators who have developed and codified the current extensive data collection and serum collection. Without an impossibly long time commitment and a prohibitive amount of Government funds, no other personnel could be trained to comprehend the enormous CHDS database with its 27 sub-files in addition to understanding the complexities of the associated serum collection and its research capabilities. The current Contractor has been involved for 40 years in developing data linkages and updating and maintaining the current address files as well as contacting subjects in the CHDS for participation in other research studies. If any Contractor believes it can perform the above requirement, it may submit, within 15 days of publication of this notice, three (3) copies of a capability statement, limited to 15 pages excluding resumes, which will be considered by this agency. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
