Description
REQUEST FOR INFORMATION (RFI) Multi Volt Power Supply 1.0DESCRIPTION 1.1 The Naval Undersea Warfare Center (NUWC), in support of the Program Executive Office - Command, Control, Communications, Computers, and Intelligence (PEO C4I), Submarine Integration Program Office (PMW 770), is seeking information on a Multi Volt Power Supply. NUWC and PEO C4I may use this information to help influence future product investments and to support the Department of Navy ™s investment policy. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes “ it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party ™s expense. Small Businesses having the capabilities to perform the tasking below are encouraged to reply to this RFI. Failure to respond to this RFI does not preclude participation in any future RFP, if any is issued. If an RFP is issued, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov. The information provided in this RFI is subject to change and is not binding on the Government. It is the responsibility of potential respondents to monitor these sites for additional information pertaining to this requirement. 2.0BACKGROUND In order to support current operational demands of the US Navy, investigations are being conducted to increase both the overall system lifetime and the Mean Time Between Failure (MTBF) of communications electronics systems. The Navy is seeking a DC to DC multiple output Power Supply with an MTBF of 100,000 hours or greater. 2.1 Multi Volt Power Supply (MVPS) The Multi Volt Power Supply shall be an integrated portion of a larger electronics assembly. The MVPS will form the lower half of the electronics module, with another circuit card assembly attached to the top of the MVPS to form the complete module. The power supply shall interface directly with both the top circuit card and with other components through a wiring harness. The power supply will take in two-hundred seventy (270) Volts Direct Current and provide several low voltage outputs to power other components. In order to be compatible with the rest of the system, all electrical and mechanical interfaces shall be as illustrated in the outline drawing, which is included in Appendix A. 2.1.1Input Power The Power supply input shall be 270 VDC +40/-30, 2.85A max. 2.1.2Output Power The Power supply shall provide the following outputs within 1% accuracy: +10V/10.5V switchable at 60A (+/- 1V at full load) +5V at 4A -5V at 100mA +15V at 5.5 A -15V at 2.5A +28V at 2A 2.1.3Logic Inputs The power supply shall also accept logic level inputs to enable and disable individual voltages, to switch between 10V and 10.5V, and to disable power in the case of over temperature or when a Nuclear Event Detected signal is applied. The power supply shall have an internal over temperature protection circuit. 2.2 Multi Volt Power Supply Replacement Program Objectives 2.2.1 The proposed MVPS replacement module shall comply with the fit, form, and function of the attached drawing. The module must exhibit a MTBF of one-hundred thousand (100,000) operational hours or greater. Other design priorities are decreased heat dissipation and higher conversion efficiency relative to the specified limits. 3.0REQUESTED INFORMATION Respondents to the RFI should provide detailed information on how the proposed product would meet the desired requirements specified in Section 2.0 above. 4.0 RESPONSES 4.1Interested parties are requested to respond to this RFI with a white paper. 4.2White Paper Format 4.2.1 White papers shall be submitted in a Microsoft Word for Office 2007 compatible format and are due no later than thirty (30) days after publication of this RFI. Responses shall be submitted, via e-mail only, to Naval Undersea Warfare Center, Mr. Gary Henry (gary.a.henry@navy.mil), Code 3411, Newport, RI. Proprietary information, if any, must be clearly marked. To aid the Government in its review and evaluation, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. NUWC intends to have the contractor support personnel listed below assist in review and evaluation of white papers. If any respondent does not currently have a Proprietary Data Protection Agreement (PDPA) that would permit the Government support contractors listed below to review and evaluate white papers submitted in response to this RFI, the respondent is requested to sign PDPAs with these Government support contractors for this purpose. Reviewing Companies: Company: VCMS Inc POC: Michael Vishion, President Phone: (716) 837-4140 Email: mvishion@vcmsinc.com 4.3.Section 1of the white paper shall be labeled, Administrative Information, and shall provide the following minimum information (there is no page limitation for Section 1 of the white paper): 4.3.1.Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 4.3.2.Recommended contracting strategy, with emphasis on whether the requirement can be met by items of a type customarily available in the commercial marketplace, consistent with Federal Acquisition Regulation (FAR) Part 12. 4.3.3.Either: 1) copies of Proprietary Data Protection Agreements (PDPAs) executed with the Government support contractors identified above, or 2) a statement that the respondent will allow the Government to release proprietary data to the Government support contractors identified above. In the absence of either of the foregoing, the Government will assume that the respondent does NOT agree to the release of proprietary data to the Government support contractors identified above. 4.4Section 2 of the white paper shall be labeled, Technical Description, and shall provide information in response to Section 3 of this RFI. Section 2 of the white paper is limited to twenty-five (25) pages 4.5Section 3 of the white paper shall be labeled, Programmatic Description, and shall address the maturity of the technology and provide a "road ahead" to the development of the solution described in Section 3.0. Section 3 of the white paper is limited to one (1) page. 4.6Section 4 of the white paper shall be labeled, Summary, and shall contain a single page "quad chart" in Microsoft PowerPoint format that includes at a minimum the following data: 1.One or more graphics or photos that illustrate the technical concept addressed in the response. 2.Highlights of primary solutions referenced to the requirements of section 3.0. 3.Maturity of the concept and the relevant technology components. 4.List of the following milestones and dates assuming the program were to begin in 2QFY12: Preliminary Design Review (PDR), Critical Design Review (CDR), Design Verification Test (DVT) (using EDMs), and when the first Low Rate Initial Production (LRIP) and Full Rate Production (FRP) power supplies would be available. 4.7The information provided in the RFI is subject to change and is not binding on the Government. The U.S. Government does not make a commitment to procure any of the items discussed in this RFI. Further, the release of the RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. It is emphasized that this is a Request for Information. It is not a Request for Proposal (RFP) of any kind and is a not to be interpreted that such an RFP for the above will be issued. Respondents are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party ™s expense. Failure to respond to this RFI will not preclude participation in any future RFP, if issued. 5.0 INDUSTRY EXCHANGES Government representatives may, or may not, choose to meet with potential offerors. Such exchanges, should they occur, would be for the purpose of obtaining further clarification of potential capability to meet the requirements, especially any development and certification risks. 6.0 QUESTIONS Questions regarding this announcement shall be submitted in writing, via e-mail, to Naval Undersea Warfare Center, Mr. Gary Henry (gary.a.henry@navy.mil), Code 3411, Newport, RI. Verbal questions will NOT be accepted. All questions will be answered via an addendum to this RFI; accordingly, questions shall NOT contain trade secrets or classified information. The Government does not guarantee that questions received after 15 days from the publication date of this RFI will be answered. 7.0 SUMMARY THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide a Multi Volt Power Supply as described. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
