Description
The Government is seeking professional design services from an architect engineering (AE) firm to develop preliminary drawings, working drawings, and specifications to renovate the shell space of Research Office Building for Research Wet Labs at the VA Pittsburgh Healthcare System, University Drive Division, Pittsburgh, PA 15240. The proposed contract is set aside for Service Disabled Veteran Owned Small Business (SDVOSB) concern. The project involves Research Wet Labs. This area will be the new location for Labs, to be located on Ground and First Floors. This work includes but is not limited to mechanical, electrical, plumbing, structural, equipment installation, audio visual, and architectural. Design shall include all necessary requirements to tie Research Wet Lab requirements into the ROB currently under contract construction. AE shall use all ROB construction documents as reference for design as well as all wet lab design requirements as indicated in Technical Information Library. AE is required to field verify ROB during construction to verify all mechanicals, electrical, plumbing, structural, architectural, and equipment in order to provide accurate design and construction documents. The project renovate two shell space floors to the in the ROB. Specifically: The project involves architectural and engineering services required to renovate approximately 17,000 square feet (+/- 10%) of the existing office and clinical space into research lab space, including but not limited to the following: Providing a flexible, modular, and universal wet lab design that optimizes configuration and flexibility. Design shall include, but not limited to tissue cultural, dark rooms, radioactive areas, offices, conference rooms, and private lab areas. Design to incorporate seamless integration into ROB. Provide site visit with VA design team to a recently renovated wet lab space that comprises all of the design requirements required in this project. Intent of AE directed site visit is for AE to provide to VA design team design options to be considered in Wet Lab Design. VA would like to explore new technology options and evaluate these in conjunction with the Wet Lab design. Coordination with AE and construction contractor for ROB project to coordinate and locate space for equipment, utility services, and utility loads. Evaluation and design for HVAC mechanical and ventilation system servicing the renovated space. Evaluation and design modifications to the existing electrical distribution system servicing the renovated space to provide sufficient power to all new lighting and equipment in the area. Evaluation and design modifications to the existing plumbing system servicing the renovated space to provide sufficient water supply and drain lines to all new plumbing fixtures and equipment in the area. Evaluation and design modifications for all Research Wet Labs and Support Services. This includes potential equipment and all shielding design, specifications, and requirements. Design for all new interior finishes of the renovated space including floors, ceilings, casework, doors and wall surfaces. Recommend bid alternatives as necessary to meet the budget limitations. Construction will need to be phased and coordinated with completion of ROB. All designs will be in compliance with space criteria as referenced in VA Handbook 7610. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.cfm.va.gov/TIL/ A/E shall pay particular attention to USAF, NFPA, BOCA, VA Handbook 7610 space criteria and PG18-9 Space Planning Criteria, and PG-18-12 Design Guides. Estimated cost of construction is between $5,000,000 and $10,000,000. The NAICS code is 541330 with the small business size standard of $4.5 million. Interested firms, who are registered as Service Disabled Veteran Owned Small Business (SDVOSB), shall submit three (3) copies of current SF 330 to the attention of Angelamarie Scott, Contracting Officer, Room 2A-229, Building 70, 2nd Floor, 1010 Delafield Avenue, Pittsburgh, PA 15215. Due date for SF 330's is Friday, May 20th at 1:00 pm. This is not a request for proposal.
