Description
SOURCES SOUGHT Lower Portal Roads This is a sources sought synopsis for acquisition planning purposes. No formal solicitation exists at this time. All qualified concerns interested in performing the proposed project may submit capability statements for consideration. The information submitted will be used to assist the Contracting Officer in developing the procurement strategy, in particular, including whether a HUBzone or Service-Disabled Veteran Small Business set-aside is warranted or if another socio-economic set-aside strategy is more appropriate. Proposed Project is as follows: Construction services for repaving approximately 1.4 miles of the Lower Portal Road beginning at the security entry gate (Station 0+00) and ending at the hair pin curve (Station 75+35). Additional work includes placement of four drainage culverts, drainage ditches and collection basins to collect storm runoff, placement of guardrail for safety, a pullout lane to check brakes at the midpoint, excavation and slope stabilization at blind curves to improve visibility and safety, and a helicopter landing pad at the Overlook (approximately Station 64+50). The principal components of the work are as follows: Pulverize existing bituminous surfacing from the Lower Portal Road (approx 18,500 square yards) and recycle as sub-base material. Remove and dispose of approximately 900 linear feet of wooden guardrail and replace with galvanized steel guardrail (triple corrugation). Remove approximately 275 linear feet of existing steel W-beam guardrail. Salvage and/or recycle removed materials. Shape, form, and line drainage ditches as required adjacent to the roadway to collect normal run-off from heavy rainstorms. Install 24-inch corrugated metal pipe drainage culverts with appropriate sized metal flared inlet sections and riprap splash pads. Upstream area shall include grating to prevent large debris from entering into the storm drain/culvert. To minimize erosion, downstream end of culvert shall discharge onto a riprap splash pad or an area protected with large native rock. Import aggregate base course (ABC) in accordance with Nevada Department of Transportation (NDOT) standard specifications. Earthwork and excavation to remove rock, reshape embankment, and improve line of sight at blind curves. Interested sources should submit statements showing cability as a prime-level contractor. The contractor must have sufficient financial and management capability to assure bonding up to $3 million. Capability statements are to be submitted no later than April 29, 2011, 12:00 PM PST. The capability statement shall address the work listed above and the offeror's ability to meet the qualification requirements. It should also describe previous procurements performed of similar size and complexity and identify all certificates and licenses that your skilled labor workforce possesses to perform this work. Additionally, all responses to this sources sought shall include company name and address, business size and type (HUBZone or Service-Disabled veteran small business, etc), and point of contact to include e-mail address and telephone number. Capability statements shall not exceed five pages in length. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The applicable NAICS Code for this announcement is 237310 - Highway, Street and Bridge Construction. The Small Business Size Standard is 33.5 Million.
