Description
THIS ADVERTISEMENT IS FOR THE SAME PROJECT ADVERTISED AS W22W9K-11-R-0033 IN ERROR. THE CORRECT SOLICITATION NUMBER IS W912QR-11-R-0033. The project consists of construction of a new 150-member Army Reserve Center (ARC) which includes a 36,874-square-foot Training Center building, an 8,067-square-foot Organizational Maintenance Shop (OMS) building, and a 1,823-square foot Unheated Storage (UHS) building. Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slab, structural steel frames, HVAC systems, plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include two covered wash platforms, one high/low loading ramp, paving, fencing, general site improvements, and extension of utilities to serve the project. The following additional energy efficiency and sustainable design elements are included: solar water heating, rain water harvesting for flush toilets and possible military vehicle washing and fire water, water recycling from wash platforms, photovoltaic solar panels or transpiring solar collectors, Energy Star windows and doors, LED lights, solar-powered street lights, demand based ventilation, cool metal roofing, and Geothermal-ground-coupled heat pumps. Access for the disabled will be provided. Force protection (physical security) measures are incorporated into the design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. The project shall meet current Anti- Terrorism/Force Protection criterion. The project shall meet U. S. Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) Silver rating. The project will contain the following options: OMAR Funded Equipment Items; Bona-Fide need - OMAR-Funded Items; MEP Heavy-duty Concrete Pavement; OMS Translucent Panel Windows at Overhead Doors and at East and West Side of Work Bay. The Estimated Price Range is between $10,000,000 and $25,000,000. This is a single phase procurement following the Tradeoff (Best Value) approach. The technical information contained in the proposal will be reviewed, evaluated, and rated by the Government. The proposal for this procurement at a minimum will consist of the following: Experience of the Prime Contractor; Past Performance of the Prime Contractor; Safety Information; Management Information; Price; and Pro Forma Information. All evaluation factors, other than cost or price, when combined, are equal to cost or price. The solicitation will be available by download from the Internet only. NAICS code is 236220. Size Limitation is $33.5M. This is a SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SB) SET-ASIDE competitive procurement. Contract duration for construction is 540 days. Approximate issue date is 20 April 2011 and approximate due date for proposals is 27 May 2011 at 1:00 p.m. Louisville Time (EDT). Project documents will be web only.
