- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Asylum Research of Goleta, CA, for the acquisition of a ARC2 Controller System, to be used by the Center for Nanoscale Science and Technology Division at NIST, Gaithersburg, Maryland. The NIST Center for Nanoscale Science and Technology (CNST) supports the U.S. nanotechnology enterprise from discovery to production by providing industry, academia, NIST, and other government agencies with access to world-class nanoscale measurement and fabrication methods and technology. The CNST is the only national nanocenter with a focus on commerce. The CNST's shared-use NanoFab gives researchers economical access to and training on a state-of-the-art tool set required for cutting-edge nanotechnology development. Looking beyond the current state of the art, CNST research is creating the next generation of nanoscale measurement instruments and methods, which are made available through collaboration. NIST's CNST Division currently owns an existing Asylum Research ARC2 Controller. The existing ARC2 Controller and the purchase of a new Asylum Research ARC2 Controller is required to be compatible with a custom designed Atomic Force Microscope (AFM). The AFM is a NIST custom designed and developed AFM. The AFM requires the use of the Asylum Research ARC2 Controller to supply signals to the AFM and to record and analyze signals from the AFM. Data obtained from the instruments must be compatible with each other. The AFM requires that the data be recorded by the same procedure of the existing ARC2 Controller, which is defined by the proprietary hardware and software protocols of the ARC2 Controller. Due to the proprietary nature of the system, no other vendor is capable of providing the required controller for the AFM. Asylum Research does not license other vendors to utilize their proprietary technology. Asylum Research is the sole manufacturer and distributor of the instrument that is required to satisfy the Government's minimum requirements. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by Wednesday May 11, 2011 will be considered by the Government.
