- This requirement is for a new Foreign Military Sales (FMS) contract for the purchase of Contractor Logistics Support (CLS) to include operations and maintenance training of Flight Training Devices (FTDs).. There is an urgent requirement to establish an indigenous combat flying capability, with a requisite Pilot Training Program. The proposed contractor for this effort is MD Helicopters Inc. (MDHI), 2702 North Ogden Road, Mesa, Arizona 85215, Cage Code 1KVX4, a woman owned small business. MDHI is the Original Equipment Manufacturer (OEM) and the only qualified source of support of this effort. Although other helicopter CLS providers exist, only MDHI has access to the critical spares, consumables, technical data, special tools, and test equipment and could provide them within the timeline required to meet the training start date. The required start date for the training capability is October 2011. The first required Initial Entry Rotary Wing (IERW) training start date is two months later, December 2011. In order to meet those timelines, the CLS provider must begin site activation no later than July 2011. During this period the contractor must ensure appropriate spares, consumables and support equipment are in place, activate office(s), shop(s), and storage space, and install necessary office equipment, communications and other requirements needed to perform CLS immediately upon arrival of the first aircraft and FTD. As the OEM, only MDHI maintains the technical data necessary for the cognizant engineering airworthiness authority to determine which potential modifications would or would not measurably affect the airworthiness of an aircraft system. Additionally, MDHI is the only company with the engineering data required to provide a comprehensive Configuration Management program. This program addresses, obsolescence mitigation/management, configuration control and configuration change processing. The MD 530F is solely produced by MDHI, and it is the only firm that has the knowledge, expertise, and technical data required to support and sustain this system in the unique conditions and environment in which the aircraft are expected to operate. The MD-530F FTD initial support package (spares) required to support the simulator, is not due from the OEM until 180 days after contract award (~September 2011). Currently, there are no spares, repair parts, pricing, special tools and test equipment adequately identified and available to support fielding of the FTDs outside of the OEM. MDHI is the only company that has the long lead-time parts on-hand in sufficient quantities required to successfully execute the CLS requirement. Only the OEM could ensure that the appropriate spares, consumables and support equipment are in place in time to perform CLS immediately upon arrival of the first FTD.
