Description
Defense Logistics Agency has a requirement for Altiris Technology Lifecycle Asset Management Software Maintenance Renewal. This is issued as Request for Quotation (RFQ) # SP4707-11-Q-0043. Place of performance is Fort Belvoir, Virginia. Inspection, acceptance and F.O.B. are at destination, Fort Belvoir, Virginia. Delivery shall be no later than 20 calendar days after award date. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular #2005-50. A redacted copy of the required brand-name justification is included within this announcement. This acquisition is set-aside exclusively for small business concerns, and the associated NAICS code is 541511 with a SBA size standard of $25 million in annual receipts. Offerors shall provide a price for each contract line item number (CLIN) in their quote. Quotes with quantities different than requested or products other than those requested will be deemed technically unacceptable. Please provide your best and final offer (BAFO) as the Government does not intend to conduct negotiations. CLIN 003: SYMC Servicedesk Base 7.1 Win per Enterprise Renewal Essential 12 mo. GOV Band S, P/N: 21063025, POP: 4/1/2011 - 3/31/2012, QTY: 01 EA. CLIN 004: Altiris Asset Management Suite 7.1 XPLAT per Concurrent User Renewal Essential 12 mo. GOV Band S, P/N: Y1KNXZZ0-ER1GS, POP: 4/1/2011 - 3/31/2012, QTY: 05 EA. Redacted Justification: The initial procurement investigated thirty eight asset management applications but narrowed the field to only four viable options based on our evaluation criteria which were (1) Acquisition-Supports the contracting life cycle of an asset from purchase thru retirement of the asset as well as software license tracking throughout the life cycle of the software; (2) Supported our operating systems-Solaris, Windows, MAC, and Linux; (3) provided features such as searching inside PDFs, customized reports, and document upload (4) Security- Lightweight Directory Access Protocol (LDAP) or Active Directory groups control as well as support for STIG compliance. Upon further research, we could only confirm after testing within our in-house lab that the Altiris Asset Management product fully supported our evaluation criteria. It was also the only product that included a STIG module within their suite of products. Finally, maintaining the current software in place is more cost effective than purchasing and implementing alternative software. Potential offeror shall be an authorized Symantec Corporation partner and source directly through Symantec, or Symantec authorized channels only, per standard commercial industry practices. Quotes that do not meet this requirement shall be considered technically unacceptable. The evaluation factor(s) for award is; lowest-price, technically acceptable.
