Description
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform an Elevated Water Storage Tank Inspection and Evaluation as defined in the Performance Work Statement. The intent of this effort is to provide professional services to perform a comprehensive exterior inspection and assessment of the current condition of an elevated 500,000-gallon (nominal) potable water storage tank and associated attached appurtenances located at the Fort Carson, Colorado, Pi on Canyon Maneuver Site (PCMS). This tank was constructed in 1984-1985. The tank interior coating was recently (within the last two years) removed and replaced. The exterior of this tank however consists of an original-construction sprayed-on insulation and paint coating system. A new exterior paint coating system was reapplied several years ago without removal or replacement of the insulation system. Since that effort was undertaken it has become evident that corrosion is occurring beneath the insulation system as exhibited by surface staining in numerous locations on the exterior paint coating. This tank, and the adjacent support building housing pumping and chlorination equipment, are currently operational facilities. All work required to complete the contracted services shall be performed in a manner that maintains access, operational status and minimal interference of work activities of all existing facilities. The objectives of the work in this effort include determination of the cause of these conditions; assessment of the extent and damage created by corrosion on the exterior shell of the tank and to propose potential rehabilitation efforts. Assessment of the damage shall include an evaluation of the remaining tank shell thickness, using non-destructive testing methods, which would remain following near-white blasting to remove all existing insulation and coatings. The evaluation shall result in a determination of whether the tank is "fit for intended service" or not and estimate the extent of expected spot or panel repairs that may be encountered during metal preparation (near-white sandblasting) prior to recoating the entire tank exterior. It is important to note that the recoating of the entire tank exterior is not part of this contract. Services shall include providing a video recording of the tank inspection, still photographs incorporated into a written report detailing the findings and conditions of the assessment. The report shall provide an assessment of the conditions of the exterior of the tank as well as identification of any deviations or deficiencies from current applicable tank construction standards that can be seen from exterior review (i.e. OSHA access or climbing provisions, tank overflow, etc.). For all noted deviations or deficiencies, a proposed corrective measure(s) shall be identified and evaluated. Services shall also include collection and analysis of samples of the exterior coating system(s) as well as the sprayed-on insulation system. It is currently unknown whether asbestos insulation and/or lead-based primer or paint was used in the construction or subsequent recoating of this tank. Sampling and analysis for the presence of asbestos and lead-based primer or paint shall be performed under this contract. The results of that sampling/analysis shall be included in the written report. Period of performance for this effort is ninety (90) days. Representations and certifications are required to be updated annually as a minimum to keep information current. Certifications are effective for one year from date of submission or update to ORCA.
