Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEM PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES ONLY THE SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The RFQ number is EE133W11-RQ-0554. THE NATIONAL WEATHER SERVICE FORECAST OFFICE, 32 DAWES DRIVE, JOHNSON CITY, NEW YORK, 13790 HAS A REQUIREMENT FOR A SERVICE CONTRACT FOR THE FOLLOWING: The contractor shall furnish all labor, material, equipment, and incidentals to provide a new fully functional DDC Building Automation System (BAS). All work is to comply with all federal, state, and local codes. The contractor must be properly trained and licensed as required for work performed. The government requires that the new DDC BAS system be "off the shelf" and not proprietary. National Weather Service will have complete system access as the system administrator. It is mandatory that only a National Weather Service owned computer will be connected to the BAS. HVAC System Controls: 1. Disconnection, removal and disposal of existing energy management system. 2. Furnish and install an Automated Logic (ALC) Native BACNET Direct Digital Control (DDC) Building Automation System (BAS). This building management system will include one (1) Main Controller/Router. This module will serve as an interface between the BAS System and the system server. 3. Furnish and install ALC single equipment control modules. These modules will monitor and control the air handling units and condensing unit. 4. Furnish and install ten (10) zone control modules. These modules will monitor and control all variable air volume (VAV) units and fan terminal units (FTU) currently controlled by existing control system. 5. All control modules are to be installed to provide point for point replacement of exiting control system. 6. Furnish and install one (1) global outdoor air temperature sensor. 7. Furnish and install all necessary ALC space temperature sensors. These sensors shall provide zone setpoint adjustment and occupied/unoccupied occupancy override. Sensors will be located in same locations as current sensors. 8. Furnish and install a complete ARCNet 156 LAN communications loop. This network will include all ALC ancillary BT-485 network components. This equipment serves to set the bias for this high speed communications network and provides surge protection for Automated Logic BAS. 9. Furnish and install all power wiring and transformers required for a complete installation. 10. Furnish and install all low voltage input/output control wiring required for a complete installation. 11. Furnish and install one (1) computer / server with a 17" flat screen display. 12. Furnish and install all WebCtrl software and programming, commissioning and system testing required to achieve proper sequence of operation. All system monitoring and modifications will now be completed be at this dedicated computer. Note that all notification/alarms can be programmed for remote notification via text message, e-mail, pager, etc. 13. Provide equipment graphics pages on computer/server depicting all systems controlled/monitored by this Building Management System. 14. Complete system start-up. 15. Installer to provide onsite owner training (3 hours) of new installed software, programming, and equipment operation. 16. Vendor to provide a one (1) year warranty on all new parts and labor. 17. CAT 6 cable or better is required. 18. All installed cables must be support, (not laid on top of ceiling tiles) 19. Contractor must follow all OSHA regulations. All visitors must sign in and sign out at the Reception Desk upon arrival and departure. All work to be done between 8am and 5pm, Monday through Friday. If contractor needs to work other hours contractor must first get approval from COR. POP (period of performance) = 90 days from NTP (notice to proceed). The C&A requirements of clause 73 do not apply, and that a Security Accreditation Package is not required END OF STATEMENT OF WORK In order to comply with the debt collection improvement act of 1966, ALL CONTRACTORS must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. For information regarding registration in CCR contact the CCR website at www.ccr.gov/index.cfm. This procurement is being solicited as a total small business set-aside under NAICS Code 238220 size standard $14 Million. The FSC for this is J045. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50. FAR 52.212-1 Instructions to Offerors - Commercial Items, 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition. The following additional clauses cited in the clause at paragraph (b) (10) (i) (20) (23) (24) (25) (26) (28) (34) (36) (39) (44) are applicable to this acquisition. Additional terms and conditions apply at paragraph (c) (i) (ii).
