This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. Solicitation number H92257-11-Q-0016 is issued as a request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-49 and DFARS Change Notice DCN 20110202. The proposed acquisition is unrestricted. The associated NAICS code is 541990. A Firm Fixed Price (FFP) Idefinite Delivery Indefinite Quantity (IDIQ) is contemplated. U.S. Marine Corps Forces Special Operations Command, Camp Lejeune North Carolina, has a one-time requirement to procure: CLIN 0001 Handler-canine packages when the contractor provides new handler training, canine and equipment. CLIN 0002 Handler-only training packages when the Government provides a fully- trained dog and the contractor provides handler training and equipment. CLIN 0003 Handler-only training packages when the Government provides a fully- trained dog and equipment. Period Of Performance: Base: Jun 2011-30 September 2011 Option 1: October 2011-30 September 2012 Option 2: October 2012-30 September 2013 Option 3: October 2013-30 September 2014 Option 4: October 2014-30 September 2015 This requirement is for the purchase of MPC's and the training of handlers in accordance with the attached Statement of Work (SOW). The Government anticipates award of a single Firm Fixed Price contract. However, the Government reserves the right to make multiple awards as deemed necessary based on the results of this RFP. The evaluation factors for this RFQ are technical capability, delivery, past performance and price. The Government intends to make award based on best value. "Best value" means the expected outcome of the acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. The Government intends to award one contract as a result of this solicitation; however, the Government also reserves the right to award no contract at all, depending on the quality of offers, received. All FAR representations and certifications shall be submitted through Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability, delivery, past performance, and price. See Attachment 1. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
