- Notice of Intent - Sole Source The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Metallurgy Division, intends to negotiate with Dassault Systemes Simulia Corp.; Providence, RI, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to procure a renewal of the license described below. Background: NIST currently uses a finite element modeling software called Abaqus. The Metallurgy Division has been using this software extensively and has written simulations and macro-programs that can be run only by using Abaqus. Isight works directly with Abacus to explore how systems respond to varying conditions. NIST requires a renewal of the Abaqus+Isight license for the period of June 1, 2011 through May 31, 2012. Recent market research shows that the license renewal can be provided only through Dassault Systemes Simulia Corp. Replacing Abaqus with another finite element analysis program may create a substantial duplication of cost to the Government and would also create a delay in performance as it would require staff to be retrained and require additional time for all simulations to be converted into the new program. The NAICS Code is 511210. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Dassault Systemes for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST to provide the licenses necessary may clearly and unambiguously identify their capability to do so in writing on or before April 29, 2011 at 4 pm EST. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
