Description
The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to solicit a Request for Proposal and award a contract on a cost plus fixed fee level of effort basis to General Dynamics “ Advanced Information Systems, Inc. (GD-AIS), 12450 Fair Lakes Circle, Fairfax, VA 22033 to support the Area Air Defense Commander (AADC) project and its designated system replacement, the Maritime Integrated Air and Missile Defense Planning System (MIPS). The contract will be for one year and also contain two three month options for continued support. The proposed contract will be for an estimated 19,445 hours for the base year and 5,867 hours total for both options to provide support for AADC system sustainment, maintenance of current capability and existing interfaces, software maintenance and updates, performance of remote systems grooms, refreshing the database, and replacement of obsolete or discontinued items. The resulting contract will also include other direct costs for support to engineers, program management, and some minimal hardware and potential software licenses. NAVSEA intends to award a contract resulting from this synopsis on a sole source basis, under authority of 10 U.S.C. 2304(c)(1), as GD-AIS is the only company that can meet the Navy's AADC and MIPS engineering sustainment efforts and schedule already underway while a larger competitive solicitation for a similar requirement is being processed. Award is anticipated in early 4th quarter GFY 11.
