- REQUEST FOR PROPOSALS - for Fish Habitat Enhancement Project Construction - Sealed proposals for the construction of the Upper Walla Walla River Lampson Reach Enhancement Project (Umatilla County, Oregon), will be received by the Confederated Tribes of the Umatilla Indian Reservation, Department of Natural Resources, Fisheries Program, at the office of Julie A. Burke, Administrative Manager, until 2:00 pm PST on Monday, May 9, 2011. Proposals will be publicly opened at 2:15 pm PST on this same day. Sealed proposals shall be addressed to the CTUIR - DNR Fisheries Program, 46411 Timine Way, Pendleton, Oregon 97801. The outer envelope should clearly indicate: "Upper Walla Walla River Lampson Reach Enhancement Project"- ATTN: Julie A. Burke - SEALED PROPOSALS - DO NOT OPEN." Contracting documents may be obtained at the CTUIR Governance Building, DNR Fisheries Program, 46411 Timine Way, Pendleton, Oregon, by phoning 541-429-7292 or accessing web site http://data.ctuir.org/fisheries/. The project includes levee removal, floodplain excavation, installation of wood and rock habitat structures, creation of a side channel and small spring tributary, and riparian and upland planting along an approximately 2000 foot stretch of the Walla Walla River. Minority Business Enterprises (MBE), Disadvantaged Business Enterprises (DBE) and Women-Owned Business Enterprises (WBE) will be afforded full opportunity to submit bids on this contract and will not be subject to discrimination on the basis of race, color, national origin or sex in consideration of this award. Each bid must be accompanied by a bid security equivalent to five percent of the bid amount. The successful bidder must post a performance bond and payment bond in a sum equal to 100 percent of the contract price upon execution of the contract. The Tribe reserves the right to reject any or all bids and to waive any informalities therein.
