Description
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NFFP7100-11-03773DT. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50. (IV) This procurement is unrestricted and open to all sources. The associated NAICS code is 541690. The small business size standard is $7.0 million. (V) This combined solicitation/synopsis is for purchase of the following commercial services: CLIN 0001 - Develop terrain mapping and analysis systems for watersheds in the John Day River basin as specified in the attached statement of work (VI) Description of requirements is as follows: 1.0 ORGANIZATION 1.1 Organization The Northwest Fisheries Science Center (NWFSC), of the National Marine Fisheries Service (NMFS or NOAA-Fisheries), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC) is a government agency charged with the mission of stewardship of living marine resources. 1.2 Background and Objectives The NWFSC provides scientific and technical support to NMFS for the management, conservation, and wise-use of the Northwest region's marine and anadromous resources. To address some of these needs the Conservation Biology Division formed the Mathematical Biology and Systems Monitoring Program to develop, in tandem with the existing Salmon Science Programs and Salmon Recovery Planning Teams, quantitative tools for assessing population and habitat status and recovery potential and progress. One of the major projects undertaken by this program is the development of a large-scale comprehensive monitoring program to be implemented in three Columbia River sub-basins. The primary objective of this project is the development of a rule set to guide the implementation of large-scale monitoring and evaluation programs across the Columbia River basin. The project will accomplish this goal through the quantitative assessment of status and effectiveness monitoring and evaluation approaches. The component of the overall project described herein specifically addresses the issue of developing quantitative methods of terrain classification in large Columbia River basin watersheds. Identifying watersheds with similar physical and biological characteristics supports the potential to extrapolate watershed-scale mechanistic studies of salmonid population processes to larger areas not directly included in the initial work. To generate landscape classification schemes for this purpose requires choosing biophysical variables that capture most of the information pertinent to salmonid productivity. The choice of these variables is therefore critical to the success of this exercise. Variables are to be chosen based on the current understanding of fish-habitat relationships available in the literature. The two main assumptions underlying this exercise are that variables used are: 1) some of the most important determinants of the overall characteristic of a watershed, and 2) important determinants of salmonid population processes. The basic list of variables currently thought to correlate to fish productivity includes climate, geology, watershed topology, vegetation, channel confinement and gradient, landuse/cover, ownership, wetlands. In addition, recent work shows that channel size (e.g., drainage area or some regionally calibrated estimate of discharge) and elevation are also important. A variety of studies have shown empirical correlations between fish numbers and these variables. It is certainly feasible to simply seek correlations between the distribution (histograms, cumulative distributions) of these attributes and fish species and population sizes, which would allow extrapolation to other basins that lack monitoring data. However, it may also be useful to look at how these attributes affect fish directly, which may provide a more powerful means of extrapolation. Ultimately each attribute included in the extrapolation process somehow affects aquatic habitat and these effects occur point by point through the channel network. Thus, it is the combined suite of variables at each point that is important. The relationship of channel gradient and valley width for a reach is lost when the distribution for each variable is viewed independently. A measure of basin productivity requires a method of assessing the effects and interaction of all variables point by point and then aggregating that information over the basin. A number of recent examples of constructing similar geomorphic based watershed intrinsic potential metrics have been very useful for the management and recovery planning of listed anadromous salmonids. It is feasible to build datasets from which such combinations of attributes can be determined for the upstream catchments, reach-by-reach through a channel network. For example, a database that includes measures of channel size, gradient, and confinement for each reach can be queried to provide the total area of potential coho-rearing habitat for the upstream catchments to each reach. If the dataset includes the mean elevation, area, and length of roads for the area draining to each reach (excluding upstream drainage area), bull trout habitat patches can be delineated. The dataset contains reach-level data from which integrated measures can be assembled over any basin scale. By maintaining information at the reach scale, it is possible to examine many combinations of attributes, so that a uniform dataset structure can be used to assess habitat over a diverse range of landscapes. For example, input data can be defined at very fine scales, e.g., the DEM-pixel (10m), and then aggregated up into reach and catchment-scale measures. The primary objective of this project is to generate a number of base data layers that describe watershed terrain in such a manner as to be incorporated directly into terrain classification schemes based on the biophysical determinants of salmonid population processes. Additionally, existing data must be used to verify the landscape classification, thereby identifying potential weaknesses, limitations and process refinement requirements. Specifically, this project will address the following tasks: 1.2.1 Implement developed numerical algorithms (computer models compatible with existing data formats and GIS software) that use available data to estimate pertinent geomorphic attributes. 1.2.2 Evaluate, verify, and interpret results to identify iterative alterations of the conceptual models and subsequent numerical implementation based on the evaluation, verification, and interpretation. 2.0 SERVICES REQUIRED Implement numerical models based on existing Digital Elevation Model data to differentiate watersheds based on physical properties. The physical features used to differentiate watersheds from one another will be hill slope and channel properties - characteristics relevant to questions of land use impacts, restoration, channel, and biological response. These features will be generated as part of a terrain mapping and analysis system utilizing Earth System Institute's river network model, NetMap. These features included such things as: cumulative distribution (CDF) of hill slope gradients (i.e., characterizing erosion potential); CDF of channel gradients (characterizes channel and habitat types and responses); grain sizes; basin shape, density of confluences, and location of geomorphically significant confluences (indexes of the non uniform distribution of riverine habitats). The work needed to accomplish this consists of two specific tasks. 2.1 Specific Technical Services 2.1.1. For the John Day River basin, generate digital watersheds with the necessary geospatial data to support the calculation of the following attributes: aquatic habitat abundance and quality, channel classification, channel disturbance potential and sensitivity, wood recruitment to streams, thermal loading to streams, erosion (surface and mass wasting), and road related processes (drainage diversion, road erosion). 2.1.2. Apply habitat tools to predict the intrinsic habitat potential for two anadromous species of fish: Chinook salmon and steelhead trout. 3.0 DELIVERABLES The following shall be provided to the Northwest Fisheries Science Center: 3.1 Data set (electronic) consisting of digital watersheds, including meta-data, of the watershed-scale terrain characteristics for watersheds in the John Day River basin from which the following can be calculated: aquatic habitat abundance and quality, channel classification, channel disturbance potential and sensitivity, wood recruitment to streams, thermal loading to streams, erosion (surface and mass wasting), road related processes (drainage diversion, road erosion), and intrinsic habitat potential for Chinook salmon and steelhead trout. 3.2 Maps of the intrinsic habitat potential for Chinook salmon and steelhead trout in the John Day River basin. 4.0 PERFORMANCE 4.1 Contractor will provide all necessary office space, computing facilities, EMAIL, and GIS/landscape analytical tools. 4.2 Invoice Schedule. The NWFSC will be invoiced at the completion of all tasks. 4.3 Point of Contact. The NWFSC will designate a point of contact for the vendor for questions, review, and acceptance of submitted work. The point of contact will be responsible for task coordination and acknowledgement of the hours and performance of the contractor. This individual will coordinate required quarterly progress meetings. (VII) Date(s) and place(s) of delivery and acceptance: Conservation Biology Division, F/NWC1, NOAA/NMFS 2725 Mountlake Blvd. East, Seattle, WA 98112. Delivery shall be FOB Destination. All products to be delivered to the NWFSC when completed, but no later than six weeks after receipt of order. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to provide a capability statement describing qualifications to perform requirements listed in paragraphs (V) and (VI) and past performance references. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Paragraph (a) is hereby completed as follows: Technical specifications are more important than price. For this work to be successfully completed, the selected vendor must be technically qualified and positioned within the resource management community such that they can efficiently and effectively perform the required functions. The requirements on technical specifications outweigh the cost of the work by 50%, resulting in a weighting of technical to price of 60:40. 1. The vendor must have documented experience with the development of river networks from digital elevation models for large watersheds. 2. The vendor must have documented experience with the development of first principle mathematical models to extract terrain related data from digital elevation models. 3. The vendor must have a documented work experience applying mathematical models to extract terrain related data from digital elevation models on very large river networks. 4. The vendor must have documented experience with managing large geospatial datasets. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Apr 2011) with its quote. Security Processing Requirements-Low Risk Contracts (APR 2010) (a) Investigative Requirements for Low Risk Contracts. All contractor (and subcontractor) personnel proposed to be employed under a Low Risk contract shall undergo security processing by the Department's Office of Security before being eligible to work on the premises of any Department of Commerce owned, leased, or controlled facility in the United States or overseas, or to obtain access to a Department of Commerce IT system. All Department of Commerce security processing pertinent to this contract will be conducted at no cost to the contractor. (b) Investigative requirements for Non-IT Service Contracts are: (1) Contracts more than 180 days-National Agency Check and Inquiries (NACI). (2) Contracts less than 180 days-Special Agency Check (SAC). (c) Investigative requirements for IT Service Contracts are: (1) Contracts more than 180 days-National Agency Check and Inquiries (NACI). (2) Contracts less than 180 days-National Agency Check and Inquiries (NACI). (d) In addition to the investigations noted above, non-U.S. citizens must have a background check that includes an Immigration and Customs Enforcement agency check. (e) Additional Requirements for Foreign Nationals (Non-U.S. Citizens). Non-U.S. citizens (lawful permanent residents) to be employed under this contract within the United States must have: (1) Official legal status in the United States; (2) Continuously resided in the United States for the last two years; and (3) Obtained advance approval from the servicing Security Officer in consultation with the Office of Security headquarters. (f) DOC Security Processing Requirements for Low Risk Non-IT Service Contracts. Processing requirements for Low Risk non-IT Service Contracts are as follows: (1) Processing of a NACI is required for all contract employees employed in Low Risk non-IT service contracts for more than 180 days. The Contracting Officer's Representative (COR) will invite the prospective contractor into e-QIP to complete the SF-85. The contract employee must also complete fingerprinting. (2) Contract employees employed in Low Risk non-IT service contracts for less than 180 days require processing of Form OFI-86C Special Agreement Check (SAC), to be processed. The Sponsor will forward a completed Form OFI-86C, FD-258, Fingerprint Chart, and Credit Release Authorization to the servicing Security Officer, who will send the investigative packet to the Office of Personnel Management for processing. (3) Any contract employee with a favorable SAC who remains on the contract over 180 days will be required to have a NACI conducted to continue working on the job site. (4) For Low Risk non-IT service contracts, the scope of the SAC will include checks of the Security/Suitability Investigations Index (SII), other agency files (INVA), Defense Clearance Investigations Index (DCII), FBI Fingerprint (FBIF), and the FBI Information Management Division (FBIN). (5) In addition, for those individuals who are not U.S. citizens (lawful permanent residents), the Sponsor may request a Customs Enforcement SAC on Form OFI-86C, by checking Block #7, Item I. In Block 13, the Sponsor should enter the employee's Alien Registration Receipt Card number to aid in verification. (6) Copies of the appropriate forms can be obtained from the Sponsor or the Office of Security. Upon receipt of the required forms, the Sponsor will forward the forms to the servicing Security Officer. The Security Officer will process the forms and advise the Sponsor and the Contracting Officer whether the contract employee can commence work prior to completion of the suitability determination based on the type of work and risk to the facility ( i.e., adequate controls and restrictions are in place). The Sponsor will notify the contractor of favorable or unfavorable findings of the suitability determinations. The Contracting Officer will notify the contractor of an approved contract start date. (g) Security Processing Requirements for Low Risk IT Service Contracts. Processing of a NACI is required for all contract employees employed under Low Risk IT service contracts. (1) Contract employees employed in all Low Risk IT service contracts will require a National Agency Check and Inquiries (NACI) to be processed. The Contracting Officer's Representative (COR) will invite the prospective contractor into e-QIP to complete the SF-85. Fingerprints and a Credit Release Authorization must be completed within three working days from start of work, and provided to the Servicing Security Officer, who will forward the investigative package to OPM. (2) For Low Risk IT service contracts, individuals who are not U.S. citizens (lawful permanent residents) must undergo a NACI that includes an agency check conducted by the Immigration and Customs Enforcement Service. The Sponsor must request the ICE check as a part of the NAC. (h) Notification of Disqualifying Information. If the Office of Security receives disqualifying information on a contract employee, the Sponsor and Contracting Officer will be notified. The Sponsor shall coordinate with the Contracting Officer for the immediate removal of the employee from duty requiring access to Departmental facilities or IT systems. Contract employees may be barred from working on the premises of a facility for any of the following reasons: (1) Conviction of a felony crime of violence or of a misdemeanor involving moral turpitude. (2) Falsification of information entered on security screening forms or of other documents submitted to the Department ((3) Improper conduct once performing on the contract, including criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct or other conduct prejudicial to the Government regardless of whether the conduct was directly related to the contract. (4) Any behavior judged to pose a potential threat to Departmental information systems, personnel, property, or other assets. (i) Failure to comply with security processing requirements may result in termination of the contract or removal of contract employees from Department of Commerce facilities or denial of access to IT systems. (j) Access to National Security Information. Compliance with these requirements shall not be construed as providing a contract employee clearance to have access to national security information. (k) The contractor shall include the substance of this clause, including this paragraph, in all subcontracts. (End of clause) (XIV). Defense Priorities and Allocations System (DPAS) and assigned rating does not apply. (XV) Quotes are required to be received in the contracting office no later than 3:00 P.M. MST/MDT on May 3, 2011.
