- Solicitation for consultant services for minor use and minor species animal development (MUMS) Cover page for solicitation 11-223-SOL-00055 The Center for Veterinary Medicine (CVM) regulates the manufacture and distribution of food additives and drugs that will be given to animals. This includes animals from which human foods are derived, as well as food additives and drugs for pet (or companion) animals. CVM is responsible for regulating drugs, devices, and food additives given to, or used on, over one hundred million companion animals, plus millions of poultry, cattle, swine, and minor animal species. (Minor animal species include animals other than cattle, swine, chickens, turkeys, horses, dogs, and cats.) Within CVM, the Office of Minor Use and Minor Species Animal Drug Development was established in response to the Minor Use and Minor Species (MUMS) Animal Health Act of 2004. The Office is responsible for granting MUMS designations (i.e. seven years of marketing exclusivity and eligibility for grants) for new animal drugs; it adds drugs to an index of legally marketed unapproved new animal drugs for minor species; and approves grant money to assist in defraying the costs of safety and effectiveness testing expenses in the development of designated new animal drugs. The contractor for this work must have expert knowledge of the Minor Use and Minor Species (MUMS) Animal Health Act of 2004 and the nuances related to the FDA. **The Request for proposal and cover page SF 33 are attached in full text**
