Description
Solicitation Notice Mod 08 -- This solicitation notice is modified to provide answers to vendor questions 26 - 30. The answer to Question 1, regarding Section M multiple award wording, was provided in the previous solicitation Mod 05. The answers to vendor questions 2 - 7, were provided in the previous solicitation Mod 06. The answers to vendor questions 8 - 25, were provided in the previous solicitation Mod 07. Solicitation. Offerors are reminded to acknowledge receipt of all solicitation modifications when submitting their proposals. QUESTION 26 - Please clarify/confirm that the Government is requiring work on a 24-hour basis divided into three shifts. If this is required, is the day shift (0800 - 1600) is primary? What type of work is required/expected during the evening and night shifts (1600 - 2400 and 0000 to 0800, respectively)? ANSWER 26 - See the answer to Question 16. It is anticipated that most of the work will be performed during the day shift. Evening and night shift work will be included only in case of contingencies and will be invoked on a task-by-task basis. It should not factor into the cost for evaluation purposes. That said, the labor categories most likely to be called on to perform during the evening and night shifts are the SIGINT Processor/Analyst (Junior, Senior and Principal) and the Intelligence Analyst (Junior, Senior and Principal). QUESTION 27 - Please clarify how key personnel (Program Manager, Project Manager, and Security Specialist) will be funded on the contract. Are they direct charge positions allocated across TAGs or does the Government expect them to funded by the offeror as indirect charge positions (e.g., overhead, G&A)? ANSWER 27 - It is the government's intention to fund these positions as part of each individual technical task order/TAG and not establish a separate administrative task order/TAG just for these positions. Since proposals will be evaluated on the total labor hour estimated ceiling price for all periods of performance, the Government will accept proposals using either the direct or indirect accounting method for charging the cost of the Program Manager, Project Manager, and Security Specialist. Task Order funding is irrelevant to this question since the government will fund the task orders irrespective of how the contractor charges for labor. However, offerors should charge these positions according to their established business and account practice so that the costs of these individuals will not be charged twice, both direct and indirect. If the offeror normally charges one or more of these positions as direct costs they should be proposed as direct costs in this proposal. If one or more of these positions is normally included in the offeror's overhead pool then they should be proposed as overhead employees and their costs included in the overhead burden applied to the other labor rates. QUESTION 28 - M.2, Factor 1, Bullet 4 states, "The Government will also review the offeror's proposed performance matrix and assess the spectrum of capabilities provided by the offeror." Could you please clarify the government's definition of what a performance matrix is? Is there a specific format the offeror should comply with? ANSWER 28 - Offerors may provide a Performance Matrix with their proposal in cases where the proposal does not follow the same outline as the evaluation criteria. The purpose of the performance matrix is to show, in concise table format, where the proposal addresses each area of the PWS. The matrix will help Government evaluators find the information in the proposal that verifies compliance with the Government's requirement. This matrix is optional and does not count against the page limitation, as stipulated in the solicitation Section L. QUESTION 29 - Reference L.6, Page 13. Will the Government expand the page count to at least 35 pages? Section C is 38 pages, with Paragraphs 1 through 6 using the first 17 pages. As a rule, most technical proposals use 3 to 5 pages to answer each page of requirements. However, we are allowed only 20 pages to demonstrate knowledge, familiarity, experience, methodology, and how we will accomplish the project. ANSWER 29 - We will not increase the page limitation of Part 1 -Business & Technical Capability, of the proposal. QUESTION 30 - Reference L.6, Page 13, Page Formatting. Can we submit fold-out graphics using 11 x 17 (or ledger) sized pages in lieu of "legal size," which is 8.5 x 14, so we won't need to re-draw fold-out graphics? ANSWER 30 - The Government's preference is for page size no larger than 8.5" x 14" because larger page size is more difficult to print, since many printers do not accommodate 11" x 17" paper, and is harder to view in electronic format because it requires excessive amounts of scrolling. In the rare instance (e.g. perhaps once per proposal) when a graphical illustration or chart cannot be comprehended if divided between two pages and cannot be read if reduced to 8.5" x 14" because the print is too small, the Government will accept the larger page size. Offeror shall not use this larger paper size to circumvent the page limitations. NASIC performs technical signal intelligence (SIGINT) activities to support operational war fighters, defense acquisition efforts and national policy and decision makers. SIGINT analysis is conducted by NASIC analysts to determine the performance characteristics of systems of interest. The results of this analysis are incorporated into all-source threat assessments, used to construct engineering models and provided directly to intelligence end-users. The vendor selected to fulfill this requirement will support this NASIC mission objective. The Government contemplates awarding multiple five- year Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, with all work being placed through either fixed priced or time and material task orders. The following information is provided in compliance with FAR 5.207. (1) National Stock Number (NSN) if assigned: Not Applicable (2a) Specification: Signal Intelligence (SIGINT) Engineering Support Services (SESS II). The National Air and Space Intelligence Center (NASIC) requires external assistance to support Signals Intelligence (SIGINT) processing, exploitation, data management, analysis, dissemination and reporting. NASIC's needs under this effort are focused on technical SIGINT (Tech SIGINT). NASIC needs to procure, integrate, upgrade and maintain hardware and software necessary to effectively exploit Tech SIGINT data. This includes maintaining and upgrading the systems' associated processing capability, maximizing architectural commonality, minimizing technical risks, ensuring security compliance and decreasing life cycle costs. In addition, NASIC needs assistance developing and implementing new SIGINT processing and analysis systems, methods, and associated training. Technical and engineering support related to the processing and analysis of Tech SIGINT data must be provided. Finally, assistance for SIGINT analysis and the integration of SIGINT information into multi-source and all-source intelligence products is required. This work shall primarily provide technical, engineering, and analysis support associated with the exploitation of air and space Technical SIGINT (Tech SIGINT) data by the Signals Analysis Squadron with an emphasis on Technical Electronic Intelligence (Tech ELINT), Foreign Instrumentation Signals (FISINT), and C3 Data Links. Experience in Measurement and Signatures Intelligence (MASINT), Imagery Intelligence (IMINT), Communications Intelligence (COMINT), or operational ELINT (Op ELINT) does not substitute for experience in Tech SIGINT. (2b) Special Eligibility Qualifications: Employees must have current security clearances as will be defined in the forth coming Performance Work Statement.
