- THIS IS A REQUEST FOR SF330 FORMS ONLY. THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE. The Department of Veterans Affairs, VA Medical Center West Palm Beach FL is soliciting and intends to award a firm fixed price contract for Architect/Engineering (A/E) services for development of complete construction documents (i.e. working drawings, specifications, and reports), Certified Independent Third Party Safety Professional services, and construction period services for Project 548-11-301, upgrade the current interior finishes for 7A. Project is designed to replace all floor covering and base with seamless flooring with integral base, remove all existing wall covering/wall protection, remove and replace all handrail, crash rail and corner guards located at the Medical Center, 7305 N Military Trail, West Palm Beach, FL. Interested firms shall have the capability of engaging all additional disciplines as necessary to provide a complete proposal. Estimated cost range for construction is between $1,000,000 and $2,000,000. NAICS code for this project is 541310 and the Small Business Standard is $4.5M. Set-Aside/Area of Consideration: This acquisition is set-aside for Service Disabled Veteran Owned Businesses (SDVOBs) who are currently registered in the Central Contractor Registration (CCR) database http://www. ccr.gov, US Department of Labor Vets100 database: https://vets100.vets.dol.gov, Vet Biz database: http:// www.vet biz.gov, and On Line Representations and Certifications (ORCA): https://orca.bpn.gov. Interested parties must be registered in these databases and registration must be current, otherwise the proposal will be rejected as ineligible to participate. The contract will be awarded to a firm whose registration in the aforementioned databases is current. NOTE: THIS SHALL BE A SERVICE-DISABLED, VETERAN-OWNED, SMALL BUSINESS SET-ASIDE. PROSPECTIVE CONTRACTORS ARE CAUTIONED THAT ANY BID OR PROPOSAL SUBMITTED IN RESPONSE TO THIS SOLICITATION MUST MEET THE CRITERIA IDENTIFIED BY 38 CFR, PART 74. ANY PERSON, PERSONS, OR BUSINESS ENTITY SUSPECTED OF MISREPRESENTING ITSELF FOR THE PURPOSE OF SECURING A GOVERNMENT CONTRACT MAY BE CRIMINALY INVESTIGATED AND PROSECUTED FOR FRAUD AGAINST UNITED STATES OF AMERICA. Firms will be evaluated based on the following evaluation criteria which are shown in descending order of importance: 1. Previous Experience of Proposed Team - Specialized experience and technical competence in the type of work required - project experience of the team working projects of similar size and nature, cooperativeness; 2. Team Proposed for this Project - Professional qualifications necessary for satisfactory performance of required services - background of personnel, capacity to perform the work within the required timeframe reputation, and standing of the firm and its principal officials with respect to professional performance, general management and; 3. Estimating effectiveness - past performance on recent bid projects with VA Medical Centers, government agencies, and private industry in terms of cost control - estimating, quality of work and compliance with performance schedule; 4. Proposed Design Approach - proposed design philosophy, anticipated problems and potential solutions; 5. Miscellaneous Experience/Capabilities/Awards/Record of significant claims against the firm because of improper or incomplete architectural and engineering services. Firms will be screened by the evaluation board, scored and ranked according to score. The three most qualified firms, and only those firms, will be invited to interview with the selection board and will again be numerically scored based on the same evaluation criteria listed above. The firm with the highest score will be selected and asked to submit a detailed cost proposal.
