Phone inquiries may not be returned. All correspondence shall be in writing and submitted to the email address provided. THIS ACQUISITION IS SET-ASIDE FOR SMALL BUSINESS VENDORS ONLY. This synopsis is for the purpose of a pre-solicitation notification only. A competitive 8(a) set-aside solicitation shall be issued with competition limited to eligible 8(a) business firms to provide maintenance repair, improvement, and marking services for paved surfaces at the NIH Bethesda, Maryland campus and at the National Institutes of Health Animal Center (NIHAC) Poolesville, Maryland campus as specified herein. Contractors will be required to deliver services under a Firm Fixed-Price (FFP) basis within the full scope of work needed to support the National Institutes of Health. Pavement maintenance Task Order work is located on the grounds of the National Institutes of Health (NIH), 9000 Rockville Pike, Bethesda, Maryland; 9030 Old Georgetown Road (Building 82), Bethesda, Maryland and at the National Institutes of Health Animal Center (NIHAC), 16701 Elmer School Road and at 22765 Club Hollow Road, Poolesville, Maryland. Task Order issued work will generally consist of repairing, improving, and marking concrete, asphalt, stone walls, and gravel surfaces, such as: roadways, driveways, parking areas, walkways, walls, curbs, steps, storm drains, catch basins, and other surface areas. It is the intent of the National Institutes of Health to issue one (1) solicitation with an 8(a) Set-Aside for a Multiple Award Contract. The estimated duration for each contract will be an initial base period term of twelve (12) months, with up to four (4) option period terms of twelve (12) months each, for a maximum contract term not to exceed sixty (60) months/five (5) years. Each contractor in the Pavement Maintenance Multiple Award Contract has the competitive opportunity to receive task order awards up to $15 Million. The minimum guarantee for each task order will be $2,500.00. The minimum guarantee amount will be applicable to the base period only. Funds above the minimum guarantee will be obligated by the issuance of task orders. The estimated maximum task order limitation is $1 million. The solicitation will be a negotiated acquisition; there will be no public bid opening. All contracts will be awarded based upon an evaluation of the overall Best Value to the Government with price and technical evaluation factors. This solicitation will be issued via Internet only on FebBizOpps Website at www.fbo.gov. Notification of amendments shall be made via FebBizOpps only. It is, therefore, the contractors responsibility to check the below- listed Internet address daily for any posted changes to this solicitation. Estimated solicitation issue date is on or about May 6, 2011. Proposals are anticipated to be due on or about June 6, 2011. Contractors are encouraged to utilize the functions in FedBizOpps.
