FAB-T Alternate SourceReference Number FA 8307-11-R-0005This is not a solicitation. This synopsis is being issued to conduct market research for informational and planning purposes regarding a potential alternative source for the Air Force Family of Advanced Beyond-Line-of-Sight Terminals (FAB-T) Program. The FAB-T program provides Beyond-Line-of-Sight satellite communications (SATCOM) terminals with an open architecture to satisfy the requirements identified in the FAB-T Capability Requirements Summary. The FAB-T program will deliver ground and aircraft qualified terminals with the capability to move large amounts of information to and from ground installations and airborne platforms. Capabilities include transmission and reception of voice, data, imagery, and video as well as broadcast reception over protected SATCOM systems. The Government will be releasing draft RFP documents incrementally. The initial release consists of this introduction along with drafts of the Statement Of Objectives (SOO), Preliminary Work Breakdown Schedule (PWBS), and Government Technical Requirements Document (GTRD). More documents will follow. These are being released for Industry review to gather comments and suggestions from potential offerors and promote a clearer understanding of the requirements by industry. The Government will consider all comments received and may revise documents based on those comments.This synopsis does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP) nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in an acquisition solicitation or contract, as applicable.
