Qualificationrequirements do not apply. The Government does not own the data or therights to the data needed to purchase this part from additional sources.Current Qualified source is: Pratt & Whitney (52661). Justification:Supplies (or Services) required are available from only one or a limitednumber of responsible source(s) and no other type of supplies orservices will satisfy agency requirements. The proposed contract actionis for supplies in which the Government intends to solicit and negotiatewith only one, or a limited number of qualified sources. Interestedpersons may identify their interest and capability to respond to therequirement or submit proposals. All proposals received within 45 daysafter date of publication of this synopsis will be considered by theGovernment. Determination by the Government not to compete this proposedcontract based upon responses to this notice is solely within thediscretion of the Government. Information received will normally beconsidered solely for the purpose of determining whether to conduct acompetitive procurement. Based on market research, the Government is not using the policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However,interested persons may identify to the contracting officer theirinterest and capability to satisfy the Government's requirement with acommercial item within 15 days of this notice. Note: An Ombudsman has been appointed to hear concerns from offerors orpotential Offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process. Interestedparties are invited to call the Ombudsman at (405) 734-8241. DO NOTCALL THIS NUMBER FOR SOLICITATION REQUESTS. This acquisition involves technology that has a military or spaceapplication. The extent of foreign participation has not yet beendetermined. Nothing in this notice contradicts otherrestrictions, identified in the synopsis notice or solicitation,regarding eligible sources (e.g., if this is a small business set aside,foreign sources may not participate as potential prime contractors butcould, if otherwise eligible, participate as subcontractors). Request for Written Quotation will be issued. The anticipated awarddate will be 60 days after the issuance of this notice.
