Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service- disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The North American Industry Classification System (NAICS) Code is 541511 with a small business size standard of $25.0 million. The National Institutes of Health (NIH), National Library of Medicine (NLM) is conducting a Market Survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below: SCOPE OF WORK The purpose of this Sources Sought Notice is to determine the availability and technical capability of an organization to provide the following products and services to the National Library of Medicine (NLM). This Sources Sought Notice is a result of NLM's needs, requirements, and goals for the ARCHIBUS system. The upgrade of NLM's ARCHIBUS system will include the following: • Database upgrade to fit AFM 19.1 schema. • Modify user processes to match Web Central 19.1 new processes. • Upgrade Web Central server to Web Central 19.1 Key Integration Services • Create electronic Key Access Request form • Provide automatic link to route request to NLM program officials • Hard copy keys: Approved requests are routed to the program activity via automatic e-mail for processing in DELPRO • Electronic keys: Facility Access Control (FAC) is notified of approved request for processing. NLM receives a copy of e-mail. FAC notifies Archibus. • Mechanism for relinquishing • Mechanism for ad hoc reporting o Create ARCHIBUS report showing Employees by key/room (add new tab in the current room drawing report that shows employee and equipments). o Keys per employee Sunflower Import Script • Write a new script that will automatically transfer data from the new database connection to Oracle NVPROD to ARCHIBUS MSSQL. The new script will be installed on the nightly job scheduler. • Make the necessary structure or schema changes in the ARCHIBUS database to accommodate the nVision data. • Examine the Web Central views associated with the equipment management activities and make adjustments to each as required by the new structure/schema. • In the room detail on the web central "Highlight Room by" section where property information is displayed, add the equipment type. For instance "Monitor" or "PC", etc. Training needs to be provided to allow modifications to the tables by NLM staff. Temperature Points • Ability to assign multiple rooms to a thermostat or sensor. • Create a table to associate thermostat/sensor with multiple rooms • Create Web Central view allowing NLM staff to highlight rooms served by a thermostat/sensor from a side list. All rooms associated with selected thermostat/sensor will be highlighted on Web Central Floor plan. • Create a Web Central view that will allow NLM staff to find out which thermostat/sensor serves a room. NLM staff will open a floor plan from a list and select a room on the drawing. A pop-up dialog will list any thermostat/sensor associated with selected room. The list will show the thermostat/sensor's unique number and type. • Provide a robust curve plotting feature in web central where the users can select the plotting parameters such as scale and the "X" and "Y" axis min/max limits. • The environmental data trends including temperature, humidity, copper and silver IAQ data must be available to the web central users for plotting and printing and data exporting in excel format. Training • Provide two days of onsite training at NLM facilities. • Written instructions on how to modify the drop down menus and pop up boxes in Archibus. • Written instructions and training for modification to the tables that are already viewed in the web central. Web Central Views • Provide drop down option in which Air handler systems and the zones they support are shown on the drawing. • Provide drop down option that shows which mixing box provides air to which room. • Improve the printing ability of Web central to allow the user to print only the view they are looking at, as oppose to the entire page. • Provide drop down option that shows the cameras, and their names. Also provide the ability to click on the cameras and have web central send the user to a desired URL. NLM's team will be required to contribute the following elements and resources: • Delivery of current database, schema, and drawings • Dedicated IT point of contact • Dedicated Project point of contact Other Important Considerations The proposed acquisition will be procured in accordance with the policies and procedures under FAR 13-Simplified Acquisition Procedures. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. This Sources Sought Notice is not a Request for Quotes (RFQ), nor is an RFQ available. (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed ten (10) pages. (b) The capability statement should include references, key personnel, and any teaming arrangements needed to fulfill the requirements. It must identify the responder's small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. (c) All capability statements must be submitted electronically no later than 2:00 PM EST on Wednesday, April 27, 20100 to Sheila Edmonds at sheila.edmonds@nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
