- 1.This RFI requests industry's input to address possible near-term (< 5 years) technology development initiatives that will deliver or enhance TACP capabilities as described in paragraph two below. Please describe, in detail, existing and potential TACP related initiatives that can be rapidly prototyped and disseminated to the field for operational use. Based on inputs received, the TACP-M Program Management Office has tentatively scheduled Industry Information Exchange (IIE) Days for 16-20 May 2011 at Hanscom Air Force Base, Massachusetts. 2.The TACP-M Office is interested in information and efforts in the following two major areas: TACP Dismount Hardware and Vehicle-Mounted Communications. Attached is the TACP-M Operational Requirements Document (ORD) for informational purposes.a.TACP Dismount Hardwarei.Computers: Innovative human-machine interaction (HMI) solutions.Small (ideal screen size 5"-10"), lightweight, ruggedize or with protective case, handheld or wearable computing device.Capable of video output to a separate, ruggedized display screen and/or heads up display (HUD).Touch-screen capable while wearing gloves.Capable of information exchange with other computers.Operating System which utilizes a task optimized application framework.Other computing solutions for Tactical Operation Center and vehicle-mounted systems.CablesoMinimize utilization of cablesCables that are utilized must be durable to include secure connections to computing device (i.e. push-pull connector)oDevelopment of National Security Agency certified personal area network to communicate wirelessly.Utilize TACP CASS Softwareii.Power Management.Single power solution for dismounted TACP's equipment items.Technology to increase battery lifeiii.HUD Eyewear.Projects computer output into durable eyewear or helmet mounted displayiv.Wearable Satellite Communications Antennav.Thermal Imager with Laser Spot Tracker capability integrated into night vision gogglesvi.20W handheld dual-channel multiband radio.Jerk-and-run capability.Voice priority over datab.TACP Vehicle-Mounted Communicationsi.Radios and digital communications devices.Ability to communicate Line of Sight (VHF-FM, VHF-AM, UHF- AM, SINCGARS HAVEQUICK Mode I/II) and Beyond-Line-of-Sight (UHF SATCOM and HF).Ability to communicate via Anti-Jam waveforms.Designed to interface with supported ground forces, aircraft conducting the air operations, aerospace C2 agencies, and Intelligence, Surveillance, and Reconnaissance (ISR) agencies. ii.System should be designed to withstand the evolving threats in current conflicts while anticipating large scale future conflicts.iii.System should be adaptable to be installed in current and future Air Force/Army tactical vehiclesiv.System should minimize impact to host vehicle to include but not limited to weight, volume, and footprint (internal and external) v.Comprises Commercial Off the Shelf (COTS) equipment to the greatest extent possiblevi.Utilize TACP CASS Softwarevii.Utilize single controlled device to operate all communications 3.Responses by interested firms and/or Government agencies are required by 4 PM Eastern Standard Time, Wednesday, 04 May 2011. All responses should be unclassified and reviewed to ensure consideration of operational sensitivities. Proprietary information will be accepted and handled appropriately. Responders should indicate which portions of their response are proprietary and should mark them accordingly. 4.Please submit all responses in the format as established in the attached "Industry RFI Template.pptx". Please save your file name as: TACP-M RFI_Company Name_Project Title_MMDDYYYY). This template is a series of informational slides for entering details, with some slides containing guidance listed in the notes section of the related slides. Submissions should be made by email to the Contracting Officer, Ms. Edna Alonis, ESC/HNAK, (781) 377-0971, edna.alonis@hanscom.af.mil with courtesy copies to the Contract Specialist, Ms. Alison Lauer, ESC/HNAK at alison.lauer@hanscom.af.mil and the Program Manager, 1st Lt Talaya Jones, ESC/HNAC, talaya.jones@hanscom.af.mil. Questions regarding this RFI should be submitted in writing to the Contracting Officer and Contract Specialist. Questions and answers will be posted on HERBB/FedBizOps. 5.Any interested firm who desires one-on-one time with the Government will be given an equal amount of time for each of the major subject areas addressed (Dismount Hardware and/or Vehicle-Mounted Communications). Time blocks will be distributed to each firm in the order the responses are received. Each interested firm is allowed to bring a maximum of two (2) representatives, designated in advance, to the IIE Days. These representatives must attend the Government's briefing which will be held on the first day of the IIE Days. Proof of US citizenship is required for these representatives.
