- The Naval Surface Warfare Center Panama City, Florida intends to solicit Concurrent Technology Inc, 6 Tower Office Park, Woburn, MA, 01801 on a sole source basis for a firm fixed price type indefinite delivery indefinite quantity requirements type contract for quantities, up to seventy-two (72) each of Dual PMC Carrier Boards (part number PP PMC/202-05EU); up to seventy-two (72) each of PP402 Processor Card (part number PP 402/041-25E); up to seventy-two (72) each of Compact Flash Retaining Bracket (part number KT BKT/001-00) and up to seventy-two (72) 2.5 SATA Hard Drive Mounting Kit (part number AD 110/001-71). These items are commercial off-the-shelf (COTS) and any quantities, up to the previously stated amounts, may be procured under delivery orders issued against the resultant contract. All prices will be evaluated at the time of award. This action is unsuitable for full and open competition for the following reasons: The parts being procured are slightly modified COTS items manufactured by Concurrent Technologies Inc of Woburn, MA. The end items being purchased were specifically tested and evaluated against the Naval Sea Systems Command (NAVSEA) technical requirements as provided in the Landing Craft, Air Cushion (LCAC) Service Life Extension (SLEP) Program s Command, Control, Communications, Computers and Navigation (C4N) System Baseline Configuration 3 (SBC3) hardware requirements specification during the product s formal qualification to ensure 100% compatibility with the LCAC C4N SBC3 system. Currently, no other source meets the form, fit, function, and interchangeability requirements for the LCAC C4N SBC3 system without redesigning the C4N system. Other COTS items would require development and extensive engineering and environmental testing efforts which would not meet the known deliverable dates for procurement. Therefore, it is in the Government s best interest to purchase these items from Concurrent Technologies Inc. Delivery will be made to the Receiving Officer, Naval Surface Warfare Center Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City FL 32407. Interested offeror(s) may submit request(s) for qualification on future requirements via e-mail to Contract Specialist Tim Reed at tim.e.reed1@navy.mil by 2 May 2011. Requests must be marked with this synopsis designation number and should include the offeror s name, address, telephone number, commercial and government entity (CAGE) code, point of contact, and clearly identify the offeror s capabilities. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely with the discretion of the Government. NAICS Code 423430 applies. SBA Size Standard is 100 employees. FSC is 5999.
