Description
SPM8E3-11-R-0009-DRAFT Solicitation Number: SPM8E3-11-R-0009 Notice Type: Presolicitation (draft) Synopsis: The Defense Logistics Agency Troop Support Activity, within the Department of Defense, is hereby generating the DRAFT solicitation to the Maintenance, Repair and Operations (MRO) CENTCOM Tailored Logistics Support program. The purpose of this initiative is to establish the third generation program for the United States Central Command Area of Responsibility (CENTCOM AOR) for logistics support of military installations, federal agencies, and other authorized customers within the geographic area. It is anticipated to continue the Tailored Logistics Support Program under an Indefinite Delivery/Indefinite Quantity contract for MRO materials. The contract term of this action is a two year base to include a 60 day "ramp-up" (if necessary) with two eighteen month unilateral option periods. Offer on the option portion is mandatory. A minimum of three and a maximum of four contracts are anticipated to the highest rated offers utilizing Source Selection procedures. All resulting orders will be competed with those awardees. Best Value Source Selection Method/Tradeoff Process will be utilized with technical factors being more important than price. However, as proposals become more equal in their technical ratings, the evaluated price becomes more important. Technical Factors: Technical Merit (with subfactors), Past Performance, and Socioeconomic Considerations. Solicitation will be issued on an unrestricted basis allowing all firms, both large and small businesses, to offer. Attachment ONE contains a "Core list" of 500 frequently used items and is as a representative sample of the items to be included in the basic solicitation. There may be minor modifications to the core list prior to issuing the final solicitation. For the final solicitation, initial pricing for the 500 core list items will serve as the ceiling price for the first six months of the base period. Items subject to more pricing volatility will be so identified and have the pricing fixed as a ceiling price for the first three months of the base period. Offerors will also have to submit pricing for the 500 core list items for each option period. Subsequently, pricing for the 500 core list items will serve as the ceiling price for the first six months of each option period, and items identified as subject to more pricing volatility will have the pricing fixed as a ceiling price for the first three months of each option period. Vendors will need to provide end unit pricing to three different locations: Kandahar, Bagram and Other (War Zone/FOB's). At this time, DLA Troop Support MRO welcomes your comments to the draft solicitation. Written comments shall be received (via e-mail) and addressed to: joseph.marquis@dla.mil or Cecilia.lucente@dla.mil on or before May 6, 2011 and may be considered for inclusion in the final CENTCOM solicitation. DO NOT SUBMIT A PROPOSAL as NO evaluations will be conducted at this time. The government will not issue direct responses to vendor comments or questions. If submitting comments, make reference to the specific page and text of this draft RFP. Due to the anticipated level of interest, DLA Troop Support will not entertain individual requests for contractor visits or marketing calls.
