H92222-11-R-0020 - SPOTR Systems - FSC 5855 - NAICS 333314 Issue Date 21 Apr 2011 - Closing Date 5 May 2011 - 12:00 PM EST Pre-Solicitation Synopsis: The United States Special Operations Command (USSOCOM) is issuing a solicitation for the procurement of a Spot on Target (SPOTR) system. The program will use full and open competition to fulfill the USSOCOM SPOTR requirement and the solicitation is tentatively scheduled for release in May 2011. The SPOTR is a device to be used in conjunction with the Handheld Laser Marker (HLM) that allows operators to verify that their 1064-nm energy is on target at the intended ranges of the HLM. The device must be no more than 2 lbs and be operable by a single operator while using the HLM for its intended purpose (Note: one hand needs to remain free for keying the radio). The SPOTR shall be capable of determining/detecting/verifying 1064-nm laser energy in day, night, or day & night conditions. The SPOTR is intended to provide dismounted SOF operators with spot on target capability that is immediately accessible - i.e. can be worn in a MOLLE pouch on load bearing equipment. The SPOTR shall not produce a visual signature or audible signature that will place a user at risk of detection. The North American Industry Classification System (NAICS) Code for this procurement is 333314. USSOCOM intends to enter into an Indefinite Delivery Indefinite Quantity (IDIQ) contract (5-year) with Firm Fixed Price (FFP) line items. Offerors will be required to provide operational product samples as part of the proposal. The product samples will consist of up to 2 each SPOTR systems. Offerors will also provide 3 sets of batteries (rechargeable or disposable), a lab power cable used in evaluating the product samples, any environmental test data that was collected in the creation of the SPOTR, a listing of any environment tests that they are not willing to submit to, a quick reference guide to indicate operations of the SPOTR, documentation for determining reliability, documentation for the battery packs, and a 110-VAC (volts alternate current) wall plug battery recharging device if rechargeable batteries are provided as a power source. The contract minimum quantity is projected to be 2 each LRIP SPOTR with a contract maximum of 1,000 each Production units. The contract will contain, but is not be limited to, contract line item numbers (CLINs) for the following items: SPOTR LRIP and Production systems along with Contract Data Requirements List (CDRLs). A small business subcontracting plan is required for all offerors that do not meet the small business size standards under NAICS Code 333314. To be eligible for award, contractors must be properly registered in the Government's Central Contractor Registration (CCR). For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
