Description
FROM: Office of the Comptroller of the Currency (hereinafter "OCC"), Acquisition Management (hereinafter "AQM") TO: Automated External Defibrillators, Commercial Industry Experts SUBJECT: Request for Information (hereinafter "RFI") DATE: April 21, 2011 The purpose of this Request for Information is to obtain from industry experts the requisite information regarding Automated External Defibrillators (hereinafter "AED") products and program management in order to help define the OCC's AED program management requirements and/or any applicable constraints related to AED program management requirements. The OCC currently has numerous wall-mounted AED units in more than seventy (70) on-site locations throughout the United States. The units are approximately five (5) years old. The OCC is looking to acquire program management, product services and maintenance, and training services of all OCC AED units for a base period of one (1) year and an additional four (4) option years. OCC AQM requests that AED industry experts, program managers, technical specialists, product engineers and/or government sales representatives provide the following information: Product Information: Are there numerous AED product manufacturers? If so, is the technology for differing product manufacturers compatible across industry? If not, what are the company names of the AED product manufacturers? Are there limited distributers, resellers and/or service/maintenance providers specifically licensed by the AED product manufacturers? What is the shelf life of commercial-off-the-shelf AED products? How are AED product units updated with current technology and/or technological improvements? Are software updates the industry standard for performance and/or technology upgrades? Do the manufacturers provide and/or develop the software updates and/or performance upgrades? If software updates are the industry method for performance and/or technology upgrades, what are the details of the software licensing agreements? Are there typically separate End User License Agreements if there are multiple site locations for AED products? Who maintains the software? What is the standard industry warranty for such software? Is there a database and/or a network that monitors the functionality and performance of such software applications? Program Management: Are there companies other than AED product manufacturers that offer and provide AED program management services? o If so, what is the suite of services offered? o Are the costs for services contingent upon the number of AED products to be covered and their respective location? o Do such service providers also professionally licensed medical oversight and prescriptive authority from a physician duly licensed to provide such services? 2. Is on-site AED user training offered as part of the program management services? o Do companies have the ability to offer on-line refresher training? 3. Do companies have the ability to provide electronic data management and product status management in order to track parts, replacement parts, supplies, use, and/or other like information about AED products and program management? Please provide any and/or all additional and/or supplemental information regarding the industry standards for AED products and program management services by the Wednesday, April 27, 2011, 4:30 pm EST. All corresponding vendors should identify their company name and whether or not they possess a General Services Administration (hereinafter "GSA") Schedule, and/or another Government Wide Acquisition Contract (hereinafter "GWAC") and the corresponding schedule contract number.
